Final Report of 10CFR50.55(e) Item on Grafoil Pipe Scalant Tape (Catalog No. G6250 and G6350) (#60)

Dear Mr. Keppler:

This is Detroit Edison's final report on Grafoil Pipe Sealant Tape (Catalog No. G6250 and G6350) problem. This problem was originally reported to Mr. J.E. Konklin of NRC Region III by Project Quality Assurance's Mr. E.L.

Thmpson, Acting Supervisor-Construction Quality Assurance, on March 9,1982, as a potential 50.55(e) . An interim report was then submitted to you by Mr. D.A. Wells, Detroit Edison's Manager, Quality Assurance on April 8,1982.

Prior to May,1981, no particular catalog number of Grafoil Tape was specified by Detroit Edison's specifications and no Certificate of Cmpliance (C of C) was required. In May 1981, Edison Engineering specified that nuclear grade Grafoil Catalog Numbers G6255 and G6305 with Certificate of Cmpliance were required. Since then, an undetermined number of rolls of non-nuclear grade Grafoil G6250 and G6350 have been installed. The exact number of rolls of each catalog number could not be determined at that tine because all Grafoil Tape was stored together. Since this tape is required to be used on the pipe thread ends of all instrument lines, fittings and cmponents, there was a high probability of the discrepant type tape being installed in safety related systems. ,

Detroit Edison Engineering has recently concluded that there are no instances at tha Enrico Fermi 2 Nuclear Power plant in which any rework would be required to replace presently installed non-nuclear grade sealant tape on nuclear class instrument line threaded connections.

This determination was based on Detroit Edison's Engineering Research Depart-ment report on the use of non-nuclear grade sealant tape on nuclear class instrument line threaded connections. In this report, it was determined that non-nuclear brand scalants were found allowable for use on:

1. Applications with either air, gas, oil or vacuum system mediums in stainless steel lines,
2. Applications with water (steam) or aqueous chemical solutions in stainless steel lines not exceeding 150 F operating temperatures, or So0*k k AUG 12 1982 s

3. All applications with copper, brass or carbon steel piping / i tubing material.

These results were evaluated by Detroit Edison's Field Engineering for applications at Enrico Fermi 2. It was determined that no situations exist in which nuclear class instrument line connections with thread scalants are in conflict with these conditions.

Therefore, this problem previously reported as a potential 10CFR50.55(e) has '

been determined to be non-reportable.

It is noted, however, that the Grafoil plain-nuclear brand thread sealant tape by Union Carbide is now the only approved instrument line sealant per Edison t Specifications. All other brands or types have been removed from the site.
