Interim Report of 10CFR50.55(e) Item on Dicrgency Diesel Generator Relay Failures (#59)

Dear Mr. Keppler:

This additional interim report on the cmrgency diesel generator relay failures problem has been prepared to provide you with the current status of this problem.

The problem was originally reported to Mr. P. Pelke of NRC Region III by Detroit Edison's Mr. H.A. Walker, Supervisor-Construction Quality Assurance, on February 22, 1982.

Detroit Edison has had a number of relay failures in the control circuitry of the emergency diesel generator for Division I. On diesel generator number twelve, six of eleven relays tested did not operate properly. The failure of these relays would prevent the diesel generator frm starting. These relays were manufactured by ITE, and were supplied to Fermi 2 by Colt with the diesel generator. These relays were previously located on panels attached to the diesel generator, but were relocated to a separate panel to climinate vibration.

At the present tine, all contacts on al1 relays are to be checked for proper operation. If theru is no continuity through a set of contacts, the two stationary contacts are to be removed; the movable contact and the yoke are to be checked to be sure they move freely. The two stationary contacts shall then be re-installed in the correct position.

A relay is to be replaced if the contacts cannot be properly re-installed er if there is mechanical binding in the yoke movenent.

The relay coils are to be tested. A voltage source shall be applied to the relay coil to determine if the coil develops a strong enough field to pull in the yoke. The value of the test voltage shall be stated in the Start-Up Test Procedure, CAIO.000.045. If the coil field is weak, the coil will be replaced.
