Dear Brian:

This regards your inquiry on the scope and reach of our supplemental interim findings on the adequacy of offsite emergency preparedness for the Susquehanna Steam Electric Station forwarded to NRC on August 31, 1981.

Based on the FEMA review of the State and local emergency plans for the Susquehanna facility and the evaluation of the March 1982 exercise, it is FEMA's finding and determination that State and local emergency plans for the Susquehanna facility are adequate and capable of being implemented and that the state of offsite emergency preparedness for Susquehanna provides reasonable assurance that adequate protective measures can and will be taken in the event of a radiological emergency at that facility.

However, while corrective actions are in process, we still recommend that conditions be imposed to assure completion of these offsite emergency preparedness items within a reasonable period of time. Despite the lack of completion of these items at this time, the FEMA findings and determinations on the current adequacy of offsite emergency plans and preparedness for Susquehanna are applicable now und are only conditional upon compliance with our recommendations for completions of agreed upon actions within a reasonable l period of time in the future.
