SUMMARY
OF JANUARY 15, 2015, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING IMPROVED TECHNICAL SPECIFICATIONS CONVERSION FOR SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. MF3128 AND MF3129)
On January 15, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. A list of attendees is enclosed.
The purpose of this public meeting was to discuss the ongoing review of the license amendment requests for Sequoyah Nuclear Plant, Units 1 and 2, to convert the current technical specifications (TSs) to the improved TSs (ITSs) format. The focus of the discussion was to clarify the supplement submitted by TVA on December 16, 2014 (Agencywide Documents Access and Management System Accession No. ML14350B364), related to the application of alternate source term (AST). This supplement was submitted to address the NRC staff's following Requests for Additional Information (RAls): CET-003, KAB-066, KAB-069, KAB-070, and RPG-001, posted in the Excel Services SharePoint, at https://members.excelservices.com/excel/index2.php?requestType=collection&c=2386.
- 1. AST Supplement and Related RAls:
- CET-003 - The NRC staff stated that a Surveillance Requirement (SR) for the Shield Building doors are a primary success path criterion, and TVA agreed. TVA stated that it will supplement its response to this RAI by adding the SR back in, as well as the Limiting Condition for Operations note that will allow for normal entry and exit. The licensee stated that bases will be revised as needed, and to clarify how these doors are used during normal operations.
- KAB-066 - The NRC staff asked how the movement of the spent fuel pool crane is covered in ITSs. TVA stated that it will supplement its response with additional details.
There were no additional actions for KAB-066 following discussion of the cranes in the Updated Final Safety Analysis Report in the spent fuel pool area.
- KAB-069 -After discussion, it appeared that the current TVA response is not on a success path and requires revision. TVA stated that it will revise and post a supplemental response to KAB-069 for the NRC staff to evaluate against the current licensing basis. TVA stated that it will submit changes in a supplemental response.
- KAB-070 - The NRC staff and TVA discussed the control room envelope integrity by reviewing drawings in more detail for NRC staff to evaluate necessary TSs actions.
- AST Calculation - The NRC staff did a preliminary check and will update the calculation using TVA input.
- Meteorology -TVA provided a compact disk containing electronic meteorology data to aid the NRC staff's confirmatory modelling.
- RPG-001 (Auxiliary Building Secondary Containment Enclosure (ABSCE) functionality) follow-up - The proposed TS condition provides direction to the operator only for Auxiliary Building Gas Treatment System (ITS 3.7.12). Staff is concerned about the lack of a similar TS condition if the ABSCE becomes inoperable. The NRC staff will post a new RAI on SharePoint for this.
The NRC staff also discussed adding a reference to Title 10 of the Code of Federal Regulations (10 CFR) 50.67, "Accident source term," to the Bases for ITS 3.7.12 and wherever the licensee is crediting compensatory measures for fuel-handling accidents. TVA stated that it will review the ITS bases to ensure the references to 10 CFR 100 and 10 CFR 50.67 are appropriate. If necessary, TVA stated that it will supplement its response to RPG-001.
ITS 3.9.4, Containment Building Penetrations - In the standard TSs, the reviewer's note has concerns regarding a commitment to NUMARC 93-01. The licensee did have this commitment in the original submittal Enclosure 8. During the discussion it was noted that TVA's previous commitment is not applicable to the current ITSs conversion due to a later revision of NU MARC 93-01. Staff will post a new RAI to the Sequoyah Nuclear Plant portal after internal review.
- 2. Electrical RAls:
VKG-026 and VKG-027 - TVA requested clarification on these ITSs 3.8-related questions.
TVA discussed its potential response that included incorporating parts of presentations that TVA presented during public meetings last year. It will submit a written draft response next week.
- 3. Project Status:
The NRC staff and TVA updated expected response dates to the open RAls.
No regulatory decisions were made at this meeting. Members of the public were not in attendance; therefore, Public Meeting Feedback forms were not received.
