SUMMARY
OF OCTOBER 16, 2024, PARTIALLY CLOSED OBSERVATION MEETING WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS PROPOSED LICENSE AMENDMENT REGARDING IMPLEMENTATION OF AN ONLINE MONITORING METHODOLOGY (EPID L-2024-LRM-0112)
On October 16, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed observation meeting with Tennessee Valley Authority (the licensee) via teleconference.
The purpose of the meeting was to discuss the licensees planned license amendment request (LAR) to revise applicable technical specifications (TSs) by making use of Analysis and Measurement Services Corporation (AMS) online monitoring (OLM) methodology as the technical basis to switch from time-based surveillance frequency for channel calibrations to a condition-based calibration frequency based on OLM results for Sequoyah Nuclear Plant, Units 1 and 2 and Watts Bar Nuclear Plant, Units 1 and 2.
The meeting notice and agenda, dated October 2, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24277A002. The enclosure to this summary contains a list of attendees. The licensees presentation slides are available in ADAMS at ML24284A004. A portion of the meeting was closed to the public so that meeting participants could discuss proprietary information.
During the meeting, the licensee discussed its plans to submit a LAR to revise TSs in the Use and Application Definition section for both Sequoyah and Watts Bar, and add a new TS titled Online Monitoring Program. The licensee presented the proposed markups for these TSs. The proposed change is based on the NRC-approved Topical Report AMS-TR-0720R2-A, Online Monitoring Technology to Extend Calibration Intervals of Nuclear Plant Pressure Transmitters (ML21235A493). During the meeting, the licensee also discussed implementation of the OLM and OLM noise analysis. Lastly, the licensee discussed the application of the specific action items from the AMS OLM Topical Report.
The licensee mentioned using the NRC-approved LAR for Vogtle Electric Generating Plant, Units 1 and 2, to extend the calibration intervals of nuclear plant pressure transmitters using AMS-TR-0720RS as a precedent for their proposed LAR. The licensee plans to submit the LAR by October 31, 2024, and request NRCs review be complete by October 2025.
The NRC staff did not ask the licensee any questions during the public portion of the meeting.
