SUBJECT:

SUMMARY

OF FEBRUARY 20, 2020, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING THE FUTURE SUBMITTAL OF LICENSE AMENDMENT REQUESTS RE: FUEL TRANSITION AND OPERATION WITH ONE CONTROL ROD REMOVED (EPIDS L-2020-LRM-0003 AND L-2020-LLR-0010)

On February 20, 2020, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the future submittal of two license amendment requests (LARs).

One LAR will be applicable to Sequoyah Nuclear Plant, Unit 1 (Sequoyah Unit 1) and would request NRC approval of operation for 1 fuel cycle with 52 of 53 full length control rods installed.

The other LAR would request NRC approval of Sequoyah Units 1 & 2 transitioning to a different fuel and also request permanent operation of Sequoyah Unit 1 with 52 of 53 full length control rods installed. The meeting notice and agenda, dated February 3, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20036C869). A list of attendees is enclosed.

For the portion of the meeting regarding operation with 52 of 53 control rods, the licensee presented information (ADAMS Accession No. ML20050C866) regarding the recent history of the removal of Unit 1 control rod H8 prior to the current operating cycle (U1c24). The licensee also presented insights from the November 2019 request to operarate without H8 for cycle U1c24 that will be applicable to the planned request.

For the portion of the meeting regarding the fuel transition, the licensee presented information (ADAMS Accession No. ML20049G182) on the approach for the transition from the currently used Framatome fuel to Westinghouse fuel. This pending LAR was first proposed by the licensee to the NRC in November 2018 (Reference ML18312A350). The content of the pending LAR, including the transition core, fuel compatibility and technical specification changes, was discussed.

During the meeting, the NRC staff and the licensee discussed present applications, review efforts and other related topics applicable to both pending LARs.

No members of the public attended; no public meeting feedback forms were received.
