SUMMARY

OF APRIL 21, 2021, TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS A PLANNED LICENSE AMENDMENT REQUEST (EPID L-2021-LRM-0041)

On April 21, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a teleconference with representatives of Tennessee Valley Authority (the licensee) to discuss a planned license amendment request for Sequoyah Nuclear Plant, Units 1 and 2 (Sequoyah). The proposed amendments would modify the Technical Specifications to adopt Technical Specification Task Force (TSTF) Traveler, TSTF-505, Revision 2, Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18183A493). The meeting notice and agenda for this meeting, dated April 8, 2021, are available at ADAMS Accession No. ML21098A042. The licensees slides for the meeting are available at ADAMS Accession No. ML21111A020. A list of attendees is enclosed. No regulatory decisions were made at this meeting.

The licensees presentation described the scope of the proposed changes, including the administrative and technical variations from the Traveler that will be proposed, and the proposed timeline for the request. Following the presentation, the NRC staff asked the licensee which Revision of NUREG-1855, Guidance on the Treatment of Uncertainties Associated with PRAs [Probabilistic Risk Assessments] in Risk-Informed Decision Making, it used to support the identification and evaluation of key assumptions and sources of uncertainty of the Sequoyah PRA for their potential impact on the proposed risk-informed completion time program. The licensee stated that it used Revision 1 of NUREG-1855 (ADAMS Accession No. ML17062A466). The NRC staff also asked if the licensee intended to credit the use of diverse and flexible coping strategies (FLEX) equipment in its PRA that will be used to support the proposed risk-informed completion time program. The licensee stated that the Sequoyah PRA credits the use of the permanently installed FLEX diesels. The NRC staff informed the licensee that more in-depth reviews are typically required in cases where FLEX equipment provides a substantial contribution to risk reduction. Additionally, the NRC staff suggested that the licensee review requests for additional information issued in previous licensing reviews where licensees credited FLEX equipment. Additionally, the NRC staff suggested that the licensee review the Nuclear Energy Institutes recently updated TSTF-505 model application template, which incorporates lessons-learned in previous FLEX reviews. The NRC staff also asked if the Sequoyah fire PRA contained any unreviewed methods, to which the licensee stated that it did not.

Regarding other aspects of the licensees proposed license amendment request, the NRC staff suggested that the licensee provide sufficient information when developing the List of Revised Required Actions to Corresponding PRA Functions portion of its application. Specifically, the NRC staff suggested that the licensee identify the design success criteria in its list to ensure that

the NRC staff has sufficient information available to evaluate the effects of the proposed changes on the Sequoyah accident analyses. Finally, the NRC staff also suggested that the risk management action examples should address all of the in-scope electrical Required Actions.
