SUMMARY

OF NOVEMBER 8, 2021, PUBLIC PREAPPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A FUTURE SUBMITTAL OF A LICENSE AMENDMENT REQUEST REGARDING SEISMIC AND FIRE PROBABILISTIC RISK ASSESSMENT (PRA) MODIFICATIONS TO THE 10 CFR 50.69 CATEGORIZATION PROCESS (EPID L-2021-LRM-0109)

On November 8, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting with representatives from Tennessee Valley Authority (TVA). The purpose of the meeting was to discuss the licensees plans to submit a license amendment request (LAR) for the Sequoyah Nuclear Plant, Units 1 and 2 (Sequoyah), regarding the elimination of the high negative flux rate trip. The meeting notice and agenda, dated October 26, 2021, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML21300A060. A list of attendees is provided in the enclosure.

During the meeting, the licensee presented information (ADAMS Accession No. ML21308A493) regarding the future LAR which included information about past reactor trips, the Sequoyah fuel transition LAR currently under NRC review, Technical Specification (TS) criteria, precedent NRC reviews, and milestones related to the future LAR.

In response to the TVA presentation, the NRC staff discussed with TVA the following elements that would help ensure a comprehensive LAR submittal and efficient NRC staff review:

1. Though TVA explained that the planned December 2021 LAR submittal was desired to sooner gain the maximum benefit of using their seismic and fire PRAs in the Section 50.69, Risk-informed categorization and treatment of structures, systems and components for nuclear power reactors, of Title 10 of the Code of Federal Regulations (10 CFR) 10 CFR 50.69 categorization process, the NRC staff discussed potential issues with year end submittals which could impact an acceptability decision due to holidays and availability of both NRC and TVA staff.
2. To best optimize synergy, thereby enhancing the effectiveness and any gained efficiencies amongst the TSTF-505 review and the proposed LAR, recommend including, as determined to be appropriate, text stating that the new LAR introduces no changes to the Fire and Seismic PRAs currently under review. Otherwise, provide any subsequent changes (e.g., new methodologies, updates) that have occurred since the time of the TSTF-505 submittal.
3. To keep the scope of the NRC staffs review limited to what is required for the requested changes within the LAR (i.e., use of fire probabilistic risk assessment (FPRA) and seismic probabilistic risk assessment (SPRA), provide only, any changes interjected into the internal events PRA (e.g., new methodologies, or changes outside of the programmatic configuration and control process for 10 CFR 50.69) that were needed to support model development for either the FPRA or SPRA models being reviewed.
4. Due to the ongoing TSTF-505 review, the staff noted that changes to the Fire and Seismic PRAs as a result of the TSTF-505 review would likely necessitate an unsolicited change to be submitted related to the new LAR which could impact the review schedule of the new LAR.

The NRC staff did not make any regulatory decisions or commitments at the meeting. There were two members of the public in attendance who had no questions or comments.
