SUMMARY

OF JANUARY 27, 2020, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING THE FUTURE SUBMITTAL OF A LICENSE AMENDMENT REQUEST RE: REVISED STEAM GENERATOR INSPECTION INTERVALS (EPID L-2020-LRM-0003)

On January 27, 2020, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the future submittal of a license amendment request applicable to Sequoyah Nuclear Plant, Unit 1 (Sequoyah Unit 1), that would amend the steam generator (SG) tube inspection periodicity. The meeting notice and agenda, dated January 15, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20015A385). A list of attendees is enclosed.

For the meeting the licensee presented information (ADAMS Accession No. ML20024D211) regarding the history of the SGs, the past tube inspection results, and the changes that would be requested. In summary, TVA would be requesting that the NRC approve deferring required tube inspections for each of the four SGs from once every 72 full power months to once every 96 full power months. TVA plants to submit the license amendment request in March 2020 and will request that the NRC review and approve the request within 1 year.

During the meeting, the NRC staff asked two questions that TVA took for action to respond to.

The staff asked for the depth of the SG sludge pile. TVA responded that it reviewed the sludge depths for Sequoyah Unit 1 from the fall 2016 refueling outage. The maximum depth of the sludge in each SG was 2 inches, and the sludge piles covered areas of about 30 tubes. This was measured by eddy current and confirmed through visual inspections. Also, once the licensee stated that the steam pressure measurement used for calculating the primary-to-secondary differential pressure was measured downstream of the SG outlet, which provided a conservative calculation of differential pressure, the NRC staff asked how much higher the secondary side pressure was at the SG tube bundle. TVA responded that it had two calculations that give the values used to determine the differential pressure between the two points. The calculations show that the pressure at the top of the tube bundle is about 8.5 pounds per square inch (psi) higher; thus, the 3 delta P additional margin (the measured pressure differential multiplied by 3) would be about 25.5 psi.
