SUMMARY
OF FEBRUARY 22, 2024, PUBLIC PREAPPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A FUTURE LICENSE AMENDMENT REQUEST RELATED TO FUEL HANDLING AND FUEL DECAY TIME (EPID L-2024-LRM-0015)
On February 22, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting with representatives from Tennessee Valley Authority (TVA). The purpose of the meeting was to discuss the licensees plans to submit a license amendment request (LAR) applicable to Sequoyah Nuclear Plant, Units 1 and 2 (Sequoyah) to revise the Fuel Handling Accident (FHA) analysis and to revise Sequoyah Technical Specification (TS) 3.9.8, Decay Time. The meeting notice and agenda, dated February 2, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML24052A091. A list of attendees is provided in the enclosure.
During the meeting, the licensee presented information (ML24051A204) regarding the justification for reducing the decay time required by TS 3.9.8, including that less decay time can result in a more efficient outage schedule. The licensee discussed that the proposed LAR will include analyses intended to ensure spent fuel pool (SFP) heat load limits will not be exceeded.
The licensee also discussed how a change to TS 3.9.8 requires a change to the FHA analysis.
In response to the TVA presentation, the NRC staff discussed the following elements with TVA to help ensure a comprehensive LAR:
- 1. Include a table listing the current analysis of record and assumptions for the FHA and the new assumptions for the FHA supporting the license amendment request.
- 2. Discuss how the change effects shared systems such as the SFP.
- 3. Discuss any impact to the SFP criticality analysis.
- 4. Discuss any impact on neutron absorbing materials installed in the SFP.
- 5. Consider any relevant experience gained since implementation of the precedent 2003 Turkey Point Units 3 and 4 license amendments (ML030620746).
The NRC staff did not make any regulatory decisions or commitments at the meeting. There were no members of the public in attendance.
