megar test indicated this pump motor not functional and pump 1-2 was tegged out of service. A functional check was then performed on dilution pump 1-1 at 1545.

Again a megar test indicated.that this motor was not operational and pump l-1 was tagged out of service. The turbine-generator was placed on line at 2010 on July 19 1980. Reactor. power was increased on July 20, 1980. As power was jncreased, the discharge temperature and the intakc-discharge differentiel temperature also increased. At C630, the US Route i9 discharge bridge tenperature

- das 87.l'F. The discharge bridge te.:perature T never dropped below 87.0"F for the rest of the day. At 0900, the discharge bridge-temperature was 87.9'F and at 1 this time a non-complying discharge was acknowledged. Out of service dilution punps 1-1 and 1-2 were disTantled and both motors shipped offsite for repair the following day. During the non-complying discharge at 1305 cn July 21, 1980, operating dilution pump 1-3 developed a plugged cooling water filter which in turn caused a high lubricating oil' alarm which caused the pump to trip. For 1 hour1.157407e-5 days
2.777778e-4 hours
1.653439e-6 weeks
3.805e-7 months
and 9 minutes this pump remained off. At approximately 1500, stressed and l dead fish were seen at the US Route 19 bridge. In all, 340 dead fish were identified including 151 bluefish,110 cyster toad, 36 tautog, and 13 striped bass. Allowing for a one hour flow time, the temperature measured at the Route (9 bridge one hour after the trip es 95.l*F. One hour af ter pump restoration, the bridge temperature dropped to 93.3'F.

Apparent Cause of Occur'rence Insufficient pump cuota Analysis of Occurrence Two dilution pumps are recuired in operation when the U.S. Route #9 discharge bridge temperature exceeds 87.0 F. Operation of the dilution pumps in the prescribed manner will minimize edverse effects on most species of fish. As in

~

the case where only one dilution punp was in operation and the discharge bridge temperature was.above 87.0'F (as prior to dilution pump 1-3 trip), no harmful marine biological ' effects .were noted. Upon the trip of this operating pump on

. July 21. -1930,. many species of fish were apparer.tly killed due to ther al.

shock.

j Corrective Action:

Dilution Fumps 1 and 1-2 were tagged out of service due to notor winding malfunctions. The motors ,.ere removed fecr the pur:s and ship;ed of fsite for repair. 'Estimsted repairs will take frcs 3 to 8 days, and upon return, the pr:ps will be ass &mbled, tested, and immediately placed into operation.

~ [very effort will be made.to keep the operating dilution pump (1-3) in service.
