Oyster Creek Nuclear Generating Station Docket No. 50-219 Outage of Meteorological Instrumentation In accordance with our Operating License and Technical Sp*tifi-cation ( Appendix B, Section 3.3 ) we are reporting meteorological instru-mentation outages, which exceeded seven consecutive days. Two separate outages were identified by our staff on May 1, 1981. Subsequently, the data was reviewed by our environmental personnel and submitted for internal management review at which time a decision was made to notify the staff by telephone. This was accomplished on May 28, 1981 via telephone from Jim Knubel, JCP&L to Jim Lombardo of the Nuclear Regulatory com-mission. The first outage began on July 28, 1980 at 8:00 p.m. and ended on August 8, 1980 at 10:00 a.m..

Data from the 10 meter wind direction monitoring system was lost for 10 days and 15 hours1.736111e-4 days <br />0.00417 hours <br />2.480159e-5 weeks <br />5.7075e-6 months <br />. This data loss was caused by a V76 central computer disk failure coupled with a simul-taneous electronic failure of an Esterlina Angus L1152S Recorder. The second outage started on December 19, 1980 at 3:00 p.m. and ended on Dec-ember 30, 1980 at 7:00 p.m..

Total outage time was 11 days 5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />. A telemetry telephone line failure prevented data transmission through December 22, 1980, during which time, the 10 meter wind speed monitoring l

had been turned off on the computer and was restored on December 30, 1980.

During this period, the Esterline Angus L1152S strip chart recorder, monitoring data from this instrument, ja=med. Although local meteoro-logical data on both occasions was available, historical data for these periods was lost.

Immediate corrective action was taken to repair the computer equipment and respective recorders. In order to assure that future outages of meteorological monitoring equipment are recognized in a more timely manner, the station's meteorological consultants, Pickard, Lowe and Garrick, Inc., have been instructed to review all incoming data on a monthly j

basis and notify us immediately of any extended outages that may occur.
