OYSTER CREEK NUCLEAR GENERATING STATf0N Forked River, New Jersey 08731 Nonroutine Environmental Operating Report No. 50-219/80-9 Report Date November 3, 1980 Occurrence Date October 26, 1980 Identification of Occurrence This occurrence is considered to be an Unusual or Important Environmental Operating Report as defined in the Technical Specifications, Appendix "B",

paragraph 4.5, in that Blue Crab mortality was unusually high due to impingement and intake system overload.

Conditions Prior to Occurrence Steady State Power .

Dilution Pump Flow: 5.20 ES GPM Circulating Water Pump Flow 4.60 E5 GPM Description of Occurrence An intense Northeast storm occurred on October 25, 1980, which churned up debris in Barnegat Bay. Intake trash racks, ristroph traveling screens, the Turbine Building closed cooling water heat exchangers, and the main condensers were fouled with seaweed and Blue Crabs. A circulating water pump and a screen were removed from service when a trash rack caved in. Plant load was reduced to below 50% power in order to backwash the main condensers and clean the TBCCW heat exchangers. An estimated ten thousand Blue Crabs were drawn into the station's intake system.

Aoparent Cause of Occurrence Unusual Service Condition Including Environmental Component Failure Analysis of Occurrence During this occurrence, the unusual or important environmental event consisted of an unusually high number of Blue Crabs being impinged upon intake components with some directed into the main condensers. Two stages of Blue Crab impingement occurred. The first stage consisted of Blue Crabs being impinged upon ristroph traveling screens and then being rinsed off into the discharge sluiceway.

Approximately ten (10) percent mortality occurred during this stage. The second I stage occurred when the screen discharge troughs and sluiceway plugged and some debris bypassed the screens into the main condensers. A higher than normal mortality could have occurred during this stage of the event.

Nonroutine Environmental Operating Report No. 50-219/80-9 Page 2 Corrective Action Immediate corrective action was repair of the affected trash rack and screens.

Several modifications to the intake are under consideration, including: continuous screen rotation, replacement of the screen wash discharge tunnel with an open trough, and installation of higher capacity screen wash pumps.
