Reportable Occurrence Report No. 50-219/80-13/IP IDENTIFICATION Violation of the Technical Specifications, paragraphs 3.4.A.7.b.

OF OCCURRENCE: and 3.12.B.3.A, when the Fire Suppression Water System will be removed from service to replace valve V-9-4.

This event is considered to be a reportable occurrence as defined ,

in the Technical Specifications, paragraph 6.9.2.a.(9).

CONDITIONS PRIOR Steady State Power Routine Shutdown TO OCCURRENCE: Hot Standby ~ Operation X Cold Shutdown Load Changes During Refueling Shutdown Routine Power Operation Routine Startup Other (Specify)

Operation Reacter subcritical.

Reactor mode switch to be locked in shutdown.

Cavity flooded.

DESCRIPTION On Sunday, March 9, 1980, the Fire Suppression Water System will 0F OCCURRENCE: be removed from service to replace V-9-4 which was discovered during a surveillance test to have a crack in the valve body.

The prerequisites for this repai include bringing a fire truck pumper on site and connecting it(to the loop via an outside fire hydrant. The salt water will not be used to pressurize the-system. The pumper will be used'only if there is a need for water suppression. The power supply for both Core Spray systems (bank 5 and 6) will be available if manual actuation is required.

Fire watches will be assigned as required by Technical Specifi-cations. The reactor mode switch will be locked in the shutdown position. There will not be any work performed on any reactor system that could inadvertantly lower the water level to below 4'8" above the top of the core.

Crack in body of valve.

ANALYSIS OF This job is being preplanned to prevent unexpected failure of OCCURRENCE: the fire system. The temporary Fire Water Suppression System in addition to the new fire detection systems and fire watches throughout the plant will minimize the safety significance of this event. Upon completion of the job and successful testing, the Fire Water Suppression System will be returned to service.

CORRECTIVE Valve V-9-4 will be removed and replaced with a new valve.

ACTION:

FAILURE DATA: To be submitted at a later date.
