, Attachment to AECM-83/018 Page 2 of 2 SUPPLEMENTARY INFORMATION TO LER 82-165/03 L-0 Mississippi Power & Light Company Grand Gulf Nuclear Station - Unit 1 Docket No. 50-416 Technical Specification Involved: 3.8.1.2 and 3.5.2 Reported Under Technical Specification: 6.9.1.13.b Event Narrative:

On December 13, 1982, the Division I and II diesel generators and their associated ECCS Systens were administrative 1y declared inoperable after notification by the diesel vendor that certain tachometer cables in the control circuitry were unqualified. The cables failed to meet a required IEEE flame test. LCO's were entered as only one ECCS remained operable (HPCS).

This was also reported as a Potentially Reportable Deficiency on December 14, 1982 with " indeterminate" status. An immediate engineering evaluation was conducted with respect to system operability. It was determined that the diesels need not remain inoperable as two redundant control circuits separated by fire barriers provided a high degree of reliability that diesel starts would occur as required. In addition, administrative controls and equipment monitoring following auto start would allow rapid identification of any threat to the equipment from fire. Further, fire detection equipment in DC rooms would notify operations personnel of any problem and the DG would be declared inoperable until a sufficient investigation could be conducted. Therefore, the diesels were declared operable again on December 14, 1982. This is considered a final report with respect to entering the LCO's. The event has been reported under the requirements of 10CFR21 and 10CFR 50.55e in our letter of January 13, 1983, (AECM-83/020) to J. P. O'Reilly. A complete evaluation of the situation, including plans to replace the cables in question, is included.
