SUMMARY

OF MAY 31,2012, SENIOR MANAGEMENT MEETING WITH TENNESSEE VALLEY AUTHORITY ON THE LICENSING BASIS FOR FLOODI NG/HYDROLOGY On May 31, 2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Tennessee Valley Authority (TVA) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss (1) the current licensing basis for flooding at Watts Bar Nuclear Plant, Unit 1 (WBN) and Sequoyah Nuclear Plant, Units 1 and 2 (SON), (2) the status of TVA's current licensing basis reanalysis, (3) flood protection and flood mode operation at WBN and SON, (4) modular flood barriers (sand baskets) at TVA dams, and (5) TVA's flooding reevaluation plan regarding the NRC's Fukushima 50.54(f) letter dated March 12, 2012.

An agenda for the meeting was provided with the meeting notice (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12150A044). A list of attendees is enclosed.

The licensee's slide presentation is provided in ADAMS Accession No. ML12156A076. TVA discussed the challenges that they are facing with the complexities of the revised hydrology modeling they are using for their licensing basis re-analysis and acknowledged their lack of timeliness in resolving the flooding issue. Mr. Jernigan discussed that TVA is committed to regaining safety margin for flooding and updating the current licensing basis through a high quality analysis, ensuring plant operability, and improved timeliness. Mr. Shea discussed TVA's slide presentation with support from the TVA staff present and on the audio conference, and answered questions from the NRC staff. TVA noted that, based on their draft re-analysis results, the probable maximum flood level at WBN will raise an additional 0.4 feet to 739.2 feet.

At that level, some safety-related flood mitigation equipment will be flooded without compensatory measures. TVA stated that their current operability determinations will be re evaluated once the re-analysis is completed.

TVA made a number of commitments at the end of their presentation, as noted on page 61 of the TVA presentation. TVA also discussed implementing a procedure to inspect the sand baskets; maintaining necessary compensatory measures; and a date to send their commitment letter the NRC. NRC discussed that it is considering options, such as a Confirmatory Action Letter, for regulatory follow up to TVA's commitment letter. TVA and the NRC staff expected to discuss and finalize TVA's commitments within 2 weeks.
