NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 53 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. MF0057 AND MF0058)

Dear Mr. Shea:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 53 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating licenses DPR-77 and DPR-79 for an additional 20 years of operation for Sequoyah Nuclear Plant (SQN), Units 1 and 2. Enclosed is a copy of the draft supplement and the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The accession number for draft Supplement 53 to the GElS is ML14211A454. In addition, the following three libraries have agreed to make the draft supplement available: Chattanooga-Hamilton County Library, Northgate Branch, 520 Northgate Mall, Chattanooga, TN 37415; Chattanooga-Hamilton County Library, Downtown Branch, 1001 Broad St., Chattanooga, TN 37402; and, Signal Mountain Library, 1114 James Blvd., Signal Mountain, TN 37377.

As discussed in Chapter 5 of the draft supplement, the preliminary recommendation is that the adverse environmental impacts of license renewal for SQN are not great enough to deny the option of license renewal for energy-planning decisionmakers. This recommendation is based on: (1) the analysis and findings in the GElS; (2) Tennessee Valley Authoritys Environmental Report; (3) consultation with Federal, state, local, and tribal agencies; (4) the staff's own independent review; and (5) the staff's consideration of public comments received during the scoping process.

Public meetings to discuss the findings of the draft SEIS will be held on September 17, 2014, at the Soddy-Daisy City Hall, 9832 Dayton Pike, Soddy-Daisy, TN 37379. The first session will convene at 2:00 p.m. and will continue until 4:00 p.m., as necessary. The second session will convene at 7:00 p.m. and will continue until 9:00 p.m., as necessary. An NRC meeting notice will be published to provide more details about these public meetings.
