C. 20555 BRUNSWICK STEMI ELECTRIC PLANT, UNIT NOS.1 AND 2 DOCKET NOS. 50-325 AND 50-324 LICENSE NOS. DPR- 71 AND DPR-62 IN-SERVICE INSPECTION PROGRM1 FOR PIPING AND WELDS IHDR0 STATIC TEST PROGRAM

Dear Mr. Ippolito:

On June 30, 1978, Carolina Power & Light Company (CP&L) submitted to your office the Inservice Inspection Program for Piping and Welds for the Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2 in accordance with the requirements of 10 CFR 50.55a. Subsequent t, that submittal, CP&L had telephone conversations with members of your su " regarding additional b1 formation requested via telecopier in November, 1970. Since our June 30, 1978 submittal,10 CFR 50.55a was revised which prompted a review of the ISI program by LP&L. As a result of these developments, it was determined that a revised submittal of the piping and weld inspection program was in order. This letter transmits that submictal which describes the Brunswick Inservice Inspection Program for Piping and Welds.

Our June 30, 1978 submittal requested that CP&L be allowed to start the ISI programs for both units on October 1, 1978. We wish to rescind that request in order to apply the most recent requirements of 10 CFR 50.55a.

We will now consider the start date for each unit's program as the date of ce==ercial operation. For Brunswick Unit 1, the start of commercial operation was March 18, 1977, and for Brunswick Unit 2, the start of commercial operation was November 3, 1975. Therefore, the attached ISI programs for each unit will be in effect for 120 month inspection intervals beginning with the start of commercial operation.

Mr . T . A. Ippolito Attachment A to this letter s tamarizes the information contained in the attached tables. The weld inspection program for both Brunswick units will be conducted in accordance with Subr.ction IWA, IW3, and IWC of Section XI of the 1974 Edition of the ASME Boiler and Pressure Vessel Code through the Summer, 1975 Addendum, except for specific requests for relief in accordance with 10 CFR 50.55a (g) (5) (iii). The requests for relief are identified in Attachment B.

Attachment C to this letter summarizes the hydrostatic test program to be conducted in accordance with IWA-5000, IWB-5000, IWC-5000, IWD-5000, of Section XI of the 1977 Edition of the ASME Boiler and Pressure Vessel Code through the Summer, 1978, Addendum.
