Dear Mr. Grier:

In accordance with Technical Specification 3.4.1.1, Reactor Coolant Loops, the following occurrence is reported. This occurrence was discussed with the Beaver Valley NRC Resident Inspector, Mr. D. A. Beckman, at 0600 hours0.00694 days <br />0.167 hours <br />9.920635e-4 weeks <br />2.283e-4 months <br /> on January 17, 1980.

The plant was in Operational Mode 5 with the steam generators drained and the Reactor Coolant System level at mid-span in the loops. The Reactor Coolant System temperature was 100F and the "B" Residual Heat Removal Pump was in service.

At 0015 hours1.736111e-4 days <br />0.00417 hours <br />2.480159e-5 weeks <br />5.7075e-6 months <br />, indication of low Residual Heat Removal System flow was received when the " low flow" alarm was annunciated and low pump amps was noted visually. At this time, Residual Heat Removal Pump [RH-P-1B] was shut down and

[RH-P-1A] was started. [RH-P-1A] also indicated no flow and low pump amps.

At 0026 hours3.009259e-4 days <br />0.00722 hours <br />4.298942e-5 weeks <br />9.893e-6 months <br />, Operations started increasing Reactor Coolant System loop level from 50% to 70%. The pumps and shaft seals were vented and flow restored at 0054 hours6.25e-4 days <br />0.015 hours <br />8.928571e-5 weeks <br />2.0547e-5 months <br />.

When Reactor Coolant System flow was reestablished, Tavg indicated 126F.

Mr. B. H. Grier January 17, 1980 BVPS: JAW:769 Page 2 The cause of the air binding problem originated when a steam generator

" burped" while educting air through the Reactor Coolant System. The air eductor is installed to sweep the Reactor Coolant System of noncondensable gases prior to refueling.

Any additional information or corrective action will be addressed in the follow-up report.
