Grier, Director of Regulation United States Nuclear Regulatory Commission Region 1 631 Park Avenue King of Prussia, Pennsylvania 19406

Dear Mr. Grier:

In accordance with Technical Specification 3.4.6.1, the following occurrence is reported. The incident was reported to the NRC Region I Duty Officer at approximately 1600 hours0.0185 days
0.444 hours
0.00265 weeks
6.088e-4 months
on November 10, 1979.

A review of the plant operator's logs and the operating history of the containment vacuum pumps suggested an air leak into containment. A careful inspection of the Containment Vacuum and Radiation Monitoring Systems was performed. It was discovered that the sample flow through the containment particulate and gaseous radiation monitors did not change when the inlet valve was shut. At 1100 hours0.0127 days
0.306 hours
0.00182 weeks
4.1855e-4 months
, the particulate monitor was bypassed and isolated and the gaseous monitor count rate increased to register containment atmosphere activity. At 1111 hours0.0129 days
0.309 hours
0.00184 weeks
4.227355e-4 months
, the containment gaseous monitor was declared operable.

The particulate monitor remained isolated and a grab sample was obtained to comply with Technical Specifications. The particulate monitor leak was repaired and the monitor was returned to service at 1420 hours0.0164 days
0.394 hours
0.00235 weeks
5.4031e-4 months
.

Any additional information and corrective action will be discussed in the followup report.

Very truly yours, HPWA:s e g J. A. Werling I
