Page 1 of 1 Docket No. 50-339 Report No. LER 80-087/03L-0 Description of Event On October 29, 1980, during startup testing, the Axial Flux Differ-ence (AFD) twice deviated greater than 5% from the target. The Axial Flux Difference was outside the target band for a total of 42 minutes, 8 minutes while at 90% power and 34 minutes while at a power below 81%.

Since penalty accumulations were less than 15 and less than 60 minutes, respectively operation was allowed to continue as per Action Statement a.1 and a.2 of T.S. 3.2.1. This event is reportable pursuant to T.S.

6.9.1.9.b.

Probable Consequences of Occurrence Surveillance of the Axial Flux Difference assures that the limits of the heat flux hot channel factor are not exceeded during normal operation or in the event of Xenon redistribution following power changes.

This provides protection against exceeding the DNBR and peak fuel clad temperatures. Since the AFD was returned to its limit within the time allotted, there was no effect upon the safe operation of the plant. As a result, the health and safety of the general public were not affected.

Cause Event The AFD deviations were the result of a 10% load swing and a 50%

load rejection from 100% power as part of the startup test program.

Immediate Corrective Action The control room operator restored the Axial Flux Difference to within the target band by power and control rod manipulations.

Scheduled Corrective Action No scheduled corrective action is required.

Actions Taken to Prevent Reccurrence No further action is required.

Generic Implications There are no generic _ implications associated with this occurrence.
