This testimony, submitted on behalf of the Applicants, addresses the issucs covered by the NRC Staff's Partial Safety Evaluation Report, NUREG 0780 (April, 1981) . These witnesses and the substance of their testimony were identified by my March 2, 1981 letter to you.

In connection with the presentation of this testimony, Applicants intend to introduce as exhibits Final Safety Analysis Report Sections 13.0, 13.1, 13.2, 13.4, 13.5 and '7.2. Copies of -
