-As promised-in my letter dated November 27, 1985, enclosed is a table which cross-references the Phase II proposc d findings of the parties, including the proposed findings for the reopened proceeding which were submitted on December 13.
Applicants have attempted te accurately reflect the substan-tive areas covered by the parties' findings, although we found a,- that the selection and description of the subjects required some' subjective judgment. Since there is some overlap among the subjects, specific portions of the proposed findings may
be cited'under more than one subject.
