Dear Members of the Board:

On April 17, 1985, CCANP served " Citizens Concerned About Nuclear Power (CCANP) Motion to Reopen Phase I Record." In an order dated April 18, 1985, the Licensing Board directed the parties to address at the April 30 prehearing conference three procedural questions suggested by the Motion and invited any written answer on these matters in the context of their written responses to the Motion.

Applicants hereby submit their response to the Motion in two pleadings.

Dr. James C. Lamb, III Ernest E. Hill Page Two April 25, 1985 The first pleading, entitled " Applicants' Response to CCANP Motion to Reopen Phase I Record," responds to the entire Motion and to two of the three questions raised in the order of April 18.

Since the third question relates to the propriety of present counsel's continued representation of Applicants in this pro- f ceeding, we believe that such question is more appropriately addressed by counsel with no other involvement in this proceeding.

Accordingly, a response to this question is contained in the second pleading, entitled " Applicants' Memorandum Concerning Counsel's Continued Representation of Applicants," prepared by William H. Allen, Esquire, of Covington & Burling. A Notice of Appearance is also enclosed for Mr. Allen, who will address this question on behalf of Applicants at the prehearing conference.
