CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION (RAI) RELATED TO GENERIC LETTER 2004-02, POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY SUMP RECIRCULATION AT PRESSURIZED-WATER REACTORS (TAC NOS. MC4672 AND MC4673)

Dear Mr. Vanderheyden:

By letter dated March 3, 2005, Constellation Energy (the licensee) provided the 90-day response to U. S. Nuclear Regulatory Commission (NRC) Generic Letter (GL) 2004-02 for Calvert Cliffs Nuclear Power Plant, Units 1 and 2. The GL requested the licensee perform an evaluation of the emergency core cooling system and containment spray system recirculation functions in light of the information provided in the GL and, if appropriate, take additional actions to ensure system function. Additionally, addressees were requested to submit to the NRC the information specified in the GL.

The NRC staff has completed its preliminary review of your response and has determined it needs additional information requested in the enclosure to complete our review.

This RAI requests additional information about your overall plans and schedules and not any information on detailed plans or extensive analyses. In light of this, please provide the additional information requested in the enclosure within 45 days of receipt of this letter.

In addition, on page 3 of your GL 2004-02 response, you requested an extension of the completion date for the Unit 1 corrective action to May 31, 2008. Paragraph 2(b) of the Required Information section of GL 2004-02 states that if all corrective actions will not be completed by December 31, 2007, licensees are to describe how the regulatory requirements discussed in the Applicable Regulatory Requirements section of the GL will be met until the corrective actions are completed. Given that information is not required to be provided until September 1, 2005, the staff will not be able to act on your request for an extension until that information is provided.

1. On page 2 of your GL 2004-02 response, you stated the susceptibility of the Unit 1 emergency core cooling system and containment spray system recirculation functions to the adverse effects identified in GL 2004-02 was analyzed using the guidance in NEI 04-07. You did not provide a description of the methodology to be used for the Unit 2 analyses. As requested in GL 2004-02, please provide a description of methodology to be used in the Unit 2 analyses and the planned completion date.
2. In addition, your response did not provide a discussion of your plans or schedule for addressing chemical and downstream effects. Although the GL did not specifically request that the evaluation of these effects be discussed in the 90-day response, please discuss your plans and schedule for evaluating chemical and downstream effects and verify whether your September 1, 2005, response will include an evaluation of these effects.
