ASSESSMENT FOLLOW-UP LETTER FOR CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT 2 (REPORT 05000318/2024007)
Dear David Rhoades:
As a result of its quarterly review of plant performance, which was completed on October 31, 2024, the U.S. Nuclear Regulatory Commission (NRC) updated its assessment of Calvert Cliffs Nuclear Power Plant, Unit 2. The NRCs evaluation consisted of a review of performance indicators and inspection results. This letter informs you of the NRCs assessment of your facility and supplements, but does not supersede, the annual assessment letter dated February 28, 2024.
The NRCs review of Calvert Cliffs Nuclear Power Plant, Unit 2, identified that the Unplanned Scrams per 7000 Critical Hours Performance Indicator has crossed the Green to White threshold due to four unplanned scrams for the last four quarters. As a result of this performance indicator, the NRC determined the performance at Calvert Cliffs Nuclear Power Plant, Unit 2, to be in the Regulatory Response Column (Column 2) of the NRCs Reactor Oversight Process (ROP) Action Matrix in Inspection Manual Chapter 0305, Operating Assessment Program, as of July 1, 2024.
Therefore, in addition to ROP baseline inspections, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, Supplemental Inspection Response to Action Matrix Column 2 (Regulatory Response) Inputs, following Constellations notification of readiness for this inspection. This inspection procedure is conducted to provide assurance that the root and contributing causes of risk significant performance issues are understood, the extent of condition and the extent of cause are identified, and the corrective actions are prompt and effective to prevent recurrence.
In accordance with Title 10 of the Code of Federal Regulations 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
