VIRGIL C. SUMMER NUCLEAR STATION DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2008-004 South Carolina Electric & Gas Company (SCE&G) is submitting this report pursuant to the requirements of Technical Specification 3.3.3.1 b., Table 3.3-6, Action 30. This report addresses the inoperability of the Plant Vent High Range radiation monitor RMA001 3 for greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. During the inoperable period, V. C. Summer Nuclear Station (VCSNS) implemented a preplanned alternate method of monitoring in accordance with the requirements of Action 30 of Technical Specification 3.3.3.1 b.

RMA0013 was declared inoperable July 3, 2008, at 0430 hours0.00498 days <br />0.119 hours <br />7.109788e-4 weeks <br />1.63615e-4 months <br /> due to spurious alarms. Further investigation determined that a Universal Digital Ratemeter (UDR) had failed. The UDR was replaced, and the radiation monitor was returned to operable status on July 7, 2008, at 1025 hours0.0119 days <br />0.285 hours <br />0.00169 weeks <br />3.900125e-4 months <br />.

Due to an administrative error, this report exceeded the 14 day submittal requirements specified in Technical Specification 3.3.3.1.b, Table 3.3-6, Action 30. The failure to submit the report in a timely manner has been entered into the VCSNS corrective action program.
