VIRGIL C. SUMMER NUCLEAR STATION (VCSNS), UNIT NO. 1 DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2017-009 South Carolina Electric & Gas Company (SCE&G) is submitting this Special Report pursuant to the requirements of Technical Specifications 6.9.2 and as required by Station Administrative Procedure, SAP -131A, Fire Protection Program Surveillances and Compensatory Measures, Enclosure 6.1, step 6.1.11, Action 4. This report addresses a fire barrier assembly not being restored to operability within seven days after declaration of inoperability.

On May 11, 2017, during refueling outage 23, while replacing a 1" diameter Main Steam (MS) drain line, the 3-hour leaded elastomer fire barrier at Penetration E-AB-4-116 in the west penetration access area (PAA 12-01) was found degraded. A horizontal crack/delamination and an area of heat damage in the leaded foam elastomer were observed in the area of the MS drain pipe. The barrier condition was entered into the station corrective action program for further evaluation. Fire detection equipment is installed on both sides of the penetration and was operable. Automatic suppression capability is installed on one side of the penetration and was operable.

Results from the evaluation to support the penetration being operable was indeterminate.

Without testing, sufficient evidence was not available to ensure the degraded barrier's capability to meet its 3-hour fire rating. The penetration was conservatively declared inoperable on July 27, 2017.

The penetration was repaired by insulating the hot pipe and replacing the degraded leaded elastomer material. Repair work was completed under WO# 1316809 and Penetration E-AB 116 was returned to operable status on May 27, 2017.
