VIRGIL C. SUMMER NUCLEAR STATION DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2006-003 South Carolina Electric & Gas Company (SCE&G) is submitting this report pursuant to the requirements of Technical Specification 3.3.3.1.b. This report addresses the inoperability of the Main Plant Vent and Reactor Building Purge Supply and Exhaust System radiation monitors (RMA-1 3 and RMA-1 4) for greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. V. C. Summer Nuclear Station (VCSNS) implemented a preplanned alternate monitoring in accordance with the requirement of Action 30 of the Technical Specification following the declaration of inoperability for these monitors on May 5, 2006.

The Victoreen Model 945A series radiation monitors were recently installed in February 2006.

As ambient temperatures increased, VCSNS personnel have observed these monitors exhibiting erratic behavior. The erratic behavior is believed to be caused by a possible temperature compensation problem; therefore, VCSNS is returning the monitors to the vendor for a failure analysis and repair. The alternate monitoring for these release paths will continue until operability for the permanent monitors is re-established. A schedule for corrective action implementation could not be finalized at this time. SCE&G will work with the vendor to determine the cause and the appropriate schedule for replacement and return to operability.
