VIRGIL C. SUMMER NUCLEAR STATION (VCSNS), UNIT 1 DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2017-011 South Carolina Electric & Gas Company (SCE&G) is submitting this Special Report pursuant to the requirements of Technical Specifications 3.3.3.9.a and 6.9.2. This report addresses the Oxygen Monitoring Instrumentation in the Waste Gas Holdup System Explosive Gas Monitoring System being out-of-service for greater than thirty (30) days.
On October 30, 2017, at 02:30, the outlet oxygen monitor IAE01119A was out of tolerance, could not be calibrated, and was declared inoperable. Compensatory action was taken by analyzing grab samples to maintain the Waste Gas System Explosive Gas Monitoring System operable, as described in Technical Specifications Table 3.3-13 Line Item 1a notation (Action 44).
Maintenance was performed under Work Order 1716322. Defective equipment and instrumentation was replaced, calibrated, and the monitor was verified to be within tolerance.
Oxygen monitor IAE01119A was returned to service on November 29, 2017 at 07:10.
