VIRGIL C. SUMMER NUCLEAR STATION DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT 2004-002 South Carolina Electric & Gas Company (SCE&G) is submitting this report pursuant to the requirements of Technical Specification 3.3.3.1, Table 3.3-6, Action 30. This action directs that a Special Report should be submitted to the Commission in accordance with Specification 6.9.2 in the event that the Reactor Building Purge Supply and Exhaust Radiation Monitor (RM-A14) is inoperable for more than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

On September 23, 2004 Operations personnel observed a fluctuating high reading that activated the high radiation alarm of RM-A14. The monitor was declared inoperable at 0230 hours0.00266 days <br />0.0639 hours <br />3.80291e-4 weeks <br />8.7515e-5 months <br /> and a repair work order was initiated.

Maintenance investigated the problem and cleaned the edge connectors on the detector circuit boards to return the indication to normal. The cause of the indication error was apparently related to a small amount of corrosion on the connector for this monitor. RM-A14 was monitored for several days to insure that the minor repair had in fact corrected the indication problem. The 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> limit for inoperable condition was exceeded during the monitoring period so a preplanned alternate method of monitoring this release path was put in place on September 26 at 0200 hours0.00231 days <br />0.0556 hours <br />3.306878e-4 weeks <br />7.61e-5 months <br />. RM-A14 operation was satisfactory and the equipment was returned to operable status on September 29, 2004 at 0815 hours0.00943 days <br />0.226 hours <br />0.00135 weeks <br />3.101075e-4 months <br />.
