BACKFIT CLAIM, NUREG-0737, ITEM I1.D.1, H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 Your letter dated July 14, 1987 transmitted your response to our April 9, 1987 letter, concerning the subject backfit claims. In our April 9, 1987 letter the staff concluded that the Item II.d.1 requirements did not constitute a backfit, although it acknowledged that it may have been too prescriptive regarding inspec tion and maintenance of the safety valves after actuation.

Although you reserved the right to contest the backfit denial in your July 14 letter, you proposed a revision to Procedure 0MM-10, Post-Trip! Safeguards Review, that-will prohibit unit restart authorization if the safety valves actuate for their intended function until the valves are inspected and, if necessary, refur bished.

The staff finds that your response satisfactorily addresses our concern and meets the intent of our February 11, 1987 letter.

As committed to in your July 14, 1987 letter, the necessary procedure revision should be accomplished within 30 days of receipt of this letter.
