SUMMARY

OF MAY 2, 2016, PUBLIC MEETING WITH ENERGY NORTHWEST TO DISCUSS UPCOMING LICENSE AMENDMENT REQUEST REGARDING MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE FOR COLUMBIA GENERATING STATION (CAC NO. MF7592)

On May 2, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Energy Northwest, the licensee, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's upcoming license amendment request (LAR) regarding a measurement uncertainty recapture (MUR) power uprate for Columbia Generating Station. The meeting notice and agenda, dated April 20, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16111A015. A list of attendees is provided in the Enclosure.

The licensee's presentation, available at ADAMS Accession No. ML16138A168, included the LAR background and a discussion of the leading edge flow meter (LEFM) system.

The NRC staff queried the licensee about how a review matrix included in NRC Regulatory Issue Summary (RIS) 2002-03, "Guidance on the Content of Measurement Uncertainty Recapture Uprate Applications," dated January 31, 2002 (ADAMS Accession No. ML013530183), would be applied in the LAR. The licensee responded that a matrix would identify where elements of RIS 2002-03 could be found in the LAR. The NRC also inquired if the licensee's grid reliability study would be submitted to the licensee in a timely manner to support the current LAR submission date. The licensee stated that the study was on schedule to support the intended LAR submission date. The staff also asked if a reload analysis would be part of the LAR. The licensee is reviewing the applicability of that study to the LAR.

The licensee was asked to address in the LAR the upstream and downstream straight pipe runs for the flow meters and to include information on meeting or exceeding the requirements established during the flow meter laboratory calibration. There was also a discussion regarding availability of the LEFM operational data for review to validate instrument performance. The licensee stated that the LEFM flowmeters were installed during the R22 refueling outage in 2015 and that operational data could be made available to the NRC staff as needed. The licensee was also asked to consider in the LAR LEFM failure modes and the effects on plant operation while in reduced accuracy modes of operation.

The NRC staff also asked the licensee if there are any new, changed, or deleted operator actions associated with the MUR power uprate. The licensee responded that only one new operator action, related to monitoring of power level, will be added. The NRC staff asked the

licensee to identify if there will be any changes to the Human System Interface identified in the proposed LAR. The licensee stated that the changes to the Human System Interface will be limited to flashing lights on the process computer and possibly an audible alarm. The licensee also confirmed that the submittal will contain a section discussion Human Performance evaluation.

One member of the public was in attendance. Public Meeting Feedback forms were not received.
