RIVER BEND STATION, UNIT 1, LICENSE RENEWAL APPLICATION ONLINE REFERENCE PORTAL (CAC NO. MF9747)

Dear Mr. Maguire:

By letter dated May 25, 2017, Entergy Operations, Inc. (Entergy), submitted an application for renewal of Facility Operating License No. NPF-47 for River Bend Station, Unit 1 (RBS). The U.S. Nuclear Regulatory Commission (NRC) staff is currently conducting an acceptance review of this license renewal application (LRA). Once the LRA is accepted for detailed review, the staff will seek approaches that continue to improve efficiency and support an effective review.

In order to improve the efficiency of the NRC staffs environmental and safety reviews of the LRA, Entergy and the NRC staff have discussed the use of an online reference portal that will allow the NRC staff and associated contractors limited, read-only access to the basis documents and other reference materials cited in and in support of the LRA. The online reference portal will allow the audit of basis documents to determine whether the information contained in the documents supports the LRA. In cases where the NRC staff identifies documents as necessary for its analysis of the LRA to document its determination in the safety evaluation report, or its development of the Environmental Impact Statement, the NRC staff may formally request those documents to be submitted on the docket.

The use of the online reference portal will be in accordance with the following restrictions:

  • The online reference portal will be password-protected, and passwords will be distributed only to NRC staff members and contractors directly involved in the RBS LRA review on a need-to-know basis.
  • The online reference portal will not support any printing, saving, or downloading functions.
  • NRC staff members and contractors given password access to the online reference portal will be informed of the conditions of use of the online reference portal by NRC project managers.

Mr. Maguire

  • The conditions associated with the online reference portal will be maintained throughout its use during the RBS LRA review process.
  • Documents posted to the online reference portal will be limited to basis and other reference material cited in the LRA, unless otherwise agreed upon by Entergy and NRC management.
  • It is requested that the portal be fully populated with plant documents no later than 5 days after application acceptance.
