The U.S. Nuclear Regulatory Commission (NRC) is reviewing Entergy Operations, Inc.
(Entergy), application for renewal of the operating license for River Bend Station, Unit 1 (RBS).
As part of the environmental review, an environmental site audit will be conducted at RBS, by NRC staff, during the week of October 23, 2017. The environmental audit activities will be conducted in accordance with the enclosed environmental audit plan (Enclosure 1).
To aid in developing the site-specific supplemental environmental impact statement to NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants, the NRC staff requests the information described in the enclosed environmental audit needs list (Enclosure 2) be made available during the environmental site audit. In addition, please ensure that RBS staff are available for meetings and to provide tours as identified in the environmental audit draft schedule (Enclosure 3). The NRC staff transmitted this information to Entergy staff, Mr. Rick Buckley, by e-mail on October 4, 2017.

LICENSE RENEWAL ENVIRONMENTAL AUDIT PLAN RIVER BEND STATION, UNIT 1
1. Background
By letter dated May 31, 2017 Agencywide Documents Access and Management System (ADAMS) Accession No. ML17153A286), the U.S. Nuclear Regulatory Commission (NRC) received the Entergy Operations, Inc. (Entergy, the licensee), application for renewal of operating license for River Bend Station, Unit 1 (RBS). In support of the application and in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and Part 54, Entergy also submitted an environmental report (ER) for RBS.
As part of the license renewal review, the NRC staff will conduct an environmental audit at RBS.
This audit is conducted with the intent to gain understanding, to verify information, and to identify information that will require docketing to support the basis of the licensing or regulatory decision. Specifically, the NRC staff will identify pertinent environmental data, review the facility and area, and obtain clarifications regarding information provided in the ER. Per NRC guidance, the NRC staff prepares a regulatory audit plan that provides a clear overview of audit activities and scope, team assignments, and schedule.
- 2. Environmental Audit Bases License renewal requirements are specified in 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. Licensees are required by 10 CFR 54.23 to submit an ER that complies with the requirements in 10 CFR Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, as part of the license renewal application. Review guidance for the NRC staff is provided in NUREG-1555, Standard Review Plans for Environmental Reviews for Nuclear Power Plants: Supplement 1 - Operating License Renewal.
The NRC staff is required to prepare a site-specific supplement to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants. During the scoping process required in 10 CFR Part 51, NRC staff is required to define the proposed action, identify significant issues which must be studied in depth, and to identify those issues that can be eliminated from further study.
- 3. Environmental Audit Scope The scope of this environmental audit for the RBS license renewal is to identify those issues which are significant and those issues which can be eliminated from further study and to identify the environmental resources that must be adequately described and evaluated in the site-specific supplemental Environmental Impact Statement (EIS). Audit team members will focus on reviewing the documents and requested information listed in the RBS Environmental Audit Needs List (Enclosure 2) and discussing the information with plant personnel subject matter experts.
- 4. Information and Other Material Necessary for the Environmental Audit As described in the Site Audit Needs List (Enclosure 2).

- 6. Logistics The environmental audit will be conducted at RBS starting October 24-26, 2017. There will be an entrance meeting with plant management near the beginning of the audit. An exit meeting will be held at the end of this audit.
- 7. Special Requests The NRC staff requests the applicant make available the information identified on the Environmental Audit Needs List. Plant staff who are subject matter experts in the disciplines listed on the Environmental Site Audit Needs List should be available for interviews and to provide tours which have been identified on the Environmental Audit Draft Schedule (Enclosure 3).
RIVER BEND STATION, UNIT 1 LICENSE RENEWAL ENVIRONMENTAL SITE AUDIT NEEDS LIST The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed Appendix E, the environmental report (ER), of the River Bend Station, Unit 1 (RBS) license renewal application.
Please be prepared to discuss the following issues and make the following information available during the environmental site audit.
- 1. AIR QUALITY, METEOROLOGY and NOISE (AQ)
Air Quality and Meteorology (AQ)
AQ-1 In addition to the statement provided in Section 9.3 of the ER, has RBS received any Notice of Violations (NOVs) from the Louisiana Department of Environmental Quality (LDEQ) regarding RBSs air permit since 2015?
AQ-2 Does Entergy submit emission reports from permitted RBS air emissions sources to LDEQ? If so, please provide copies of the reports for the recent last 5 years.
AQ-3 Have field tests concerning ozone and nitrogen oxides emissions generated by RBSs 230 kV in scope transmission lines been conducted? If so please, provide a copy of these tests.
AQ-4 Please provide the following meteorological information from the data recorded at RBSs meteorological facility for the most recent 5 years:
- 1. Mean monthly and annual temperatures,
- 2. Monthly total precipitation and total annual precipitation,
- 3. Annual prevailing wind direction and mean wind speed.
Noise AQ-5 Describe the RBS off-site noise environment and primary noise sources in the vicinity of RBS AQ-6 Section 3.3 of ER identifies that Entergy received a complaint from a local resident regarding activities associated with the firing range and then conducted meetings with local law enforcement regarding this complaint. From these meetings, Entergy determined that nighttime activities at the RBS firing range were not occurring during the time period specified by the local resident. Provide:
- 1. The year Entergy received the complaint,
- 2. Additional details (e.g., discussions, reports, action items) on the meetings that were conducted with local enforcement and Entergy,
- 3. Location and distance of the resident relative to the firing range.
AQ-6 Has RBS received any noise complaints since 2015?

CU-1 Please provide name, description, location, and status of any additional past, present, or reasonably foreseeable projects or actions that have been identified since the applicants' ER was prepared.

- 7. GROUNDWATER (GW)
GW-1 The text in the ER identifies 5 wells that produce water, but Figure 3-106 on page 3-106 identifies 2 more wells. Specifically wells 125-5205Z and 125-5204Z. Table 3.5-8 on page 3-97 of the ER identifies them as Upland Terrace Aquifer wells, but does not identify if they are in use. If they are in use; how much water is extracted from them and what is the water from these wells used for?
GW-2 If known, explain the source(s) of tritium for both the east and west plumes?
GW-3 Does tritium continue to leak into the groundwater?
GW-4 Describe the 2017 periodic groundwater protection initiative assessment and state whether it is complete. What were the conclusions of this effort regarding the tritium plumes.
GW-5 Discuss the movement of groundwater throughout the site and the movement of the tritium plumes.
Tour: Visit the areas that overlie the groundwater tritium plumes and travel along the road within RBS from the power block to the Mississippi River to provide an understanding of the surface topography, surface sediments, and surface water bodies that effect the water table groundwater system at RBS.
Meeting: Provide technical experts to discuss the tritium plumes in the groundwater.
- 8. HISTORIC AND CULTURAL RESOURCES (HC)
Sensitive cultural resources information, such as archaeological site location information, should be withheld from public disclosure and guidance described in Section 304 of the National Historic Preservation Act should be followed.
HC-1 Provide copies of any archaeological surveys performed on the Entergy Louisiana, LLC property and referenced in the RBS ER, including a copy of the 2015 Phase 1A Literature Review and Archaeological Sensitivity Assessment of the River Bend Station Unit 1, West Feliciana Parish, Louisiana, prepared by Coastal Environments, Inc.,
October 16, 2015. These surveys will not be docketed, as they are considered sensitive information.
HC-2 Provide U.S Geological Survey (USGS) 7.5 minute topographic quadrangle maps at 1:24,000 scale that show the boundaries of the Entergy Louisiana, LLC property, the plant site, and existing transmission lines up to the first substation (I will need to take these hard copy maps with me for the file search at the Louisiana State Historic
Preservation Office; I am not referring to GIS maps with underlying topographic data -
the actual USGS-named quad sheets are needed at 1:24,000 scale.)
HC-3 Approximately what percentage of land within the boundaries of the Entergy Louisiana, LLC property is undisturbed? Provide a map detailing the level of previous and existing ground disturbance at the plant site, including documentation on how this level of disturbance was determined.
HC-4 Approximately what percentage of land within the boundaries of the Entergy Louisiana, LLC property has been formally surveyed? Provide a map of site locations and previously surveyed areas within the entire Entergy Louisiana, LLC property (plant site and plant property) and along existing transmission lines, up to the first substation.
These maps will not be docketed, as they are considered sensitive information. The NRC will be independently collecting and verifying the location data as available at the Louisiana State Historic Preservation Office (SHPO), but that will likely be after the site visit is completed.
HC-5 Provide copies of Entergy Nuclear Fleet Procedures EN-EV-115, Environmental Reviews and Evaluations, Rev 7. (December 5, 2013); and EN-EV-121, Cultural Resources Protection Plan, Revision 4 (July 24, 2015).
HC-6 Provide a summary description of any other administrative controls and environmental procedures in place for land-disturbing activities at RBS (e.g., trenching, clearing, and digging). Describe how inadvertent cultural resource discoveries are treated.
HC-7 Provide copies of all letters and communications to and from the Louisiana SHPO specific to determining the National Register of Historic Places -eligibility of all cultural resources identified to date within the Entergy Louisiana, LLC property. Please include information related to the status of the onsite cultural resources with undetermined eligibility referenced in Section 3.7 of the ER.
HC-8 Provide consultation letters and other communication documents indicating correspondence to and from the Louisiana SHPO and to and from Federally recognized Indian tribes that have ancestral or historical ties to the project area and surrounding lands that you have received or sent since submittal of the ER or not included in the ER.
Additionally, has any contact been made with local historical societies or other local organizations with an interest in historic preservation? If so, please describe.
Tour: Visit accessible archaeological sites and architectural resources within the RBS property, preferably led by an archaeologist or staff familiar with location of onsite cultural resources.
Meeting: Please provide for a meeting with Entergy's subject matter expert(s) and/or the contractor(s) responsible for writing the historical and cultural portions of the ER. This meeting would be used as needed to resolve or clarify any immediate outstanding data needs or questions arising from the environmental audit.
- 9. HUMAN HEALTH (HH)
HH-1 Radiation Protection Program: Overview of the program with emphasis on the ALARA program to control worker radiation exposure (annual dose goals and status). Are there any proposed changes or upgrades to the program being considered during the license renewal term, and if so, what are they?
HH-2 Radioactive gaseous and liquids effluents: review how the plant processes radioactive effluents to maintain radiation doses to the public to levels that are ALARA. Are there any proposed changes or upgrades to the program being considered during the license renewal term, and if so, what are they?
Tour: Visit low-level radioactive waste storage and processing areas, including mixed waste.
Also, visit a small sample of radiological environmental monitoring program (REMP) monitoring stations (e.g., air monitoring stations, TLD stations, drinking water, milk, and vegetation, including monitoring stations co-located with State monitoring stations).
Meeting: No specific meeting on this topic. Instead, the NRC technical reviewer plans to attend the groundwater hydrology/NPDES/LPDES permitting meeting and asks that knowledgeable RBS staff on this topic also attend.
- 10. LAND USE AND VISUAL RESOURCES (LU) - None
- 11. MICROBIAL HAZARDS (MH) - None
- 12. SOCIOECONOMICS (SOC)
SOC-1 Provide Entergy Louisiana, LLC property tax payment information for the year 2016, if available, similar to the data provided in Table 3.8-4 of the ER.
SOC-2 Besides West Feliciana Parish, describe any other sizeable annual support payments (e.g., emergency preparedness fees and payments or fees because of the independent spent fuel storage installation), one-time payments, or other forms of non-tax compensation (if any) provided to local organizations, communities, and jurisdictions (e.g., sSate, municipalities, townships, villages, incorporated places, and school districts) on behalf of RBS.
SOC-3 Provide information about any anticipated changes in state and local tax laws, tax rates or tax payment adjustments that could result in notable future increases or decreases in property taxes or other tax payments on behalf of RBS.
Tour: None.

- 13. SPECIAL STATUS SPECIES and HABITATS (SS)
SS-1 At what Mississippi River Mile (RM) is Outfall 001 located?
SS-2 The ER provides an estimate of the combined thermal plume for RBS and the proposed River Bend Station, Unit 3. Has Entergy or its contractors estimated the thermal plume of RBS alone? If so, please provide a written description of the thermal plume or copies of studies or reports in which the thermal plume is characterized.
SS-3 Scientific literature reports that temperatures above 30 to 33 °C (86 to 91.4 °F) appear to be stressful to pallid sturgeon and that temperatures above 33 °C (91.4 °F) begin to result in death (Chipps et al. 2010). Please describe the extent (surface area and depth) and seasonality over which the thermal plume from Outfall 001 exceeds 30 °C (86 °F) and 33 °C (91.4 °F).
SS-4 Section 3.6.11.1.2 of the ER states that pallid sturgeon may occur in the action area, but the ER does not describe any occurrence records or positive identifications of pallid sturgeon in the vicinity of RBS. On what information did Entergy base its determination that pallid sturgeon may occur in the action area? Did Entergy identify any surveys, studies, or other reports that document the occurrence of pallid sturgeon in the vicinity of RBS? If so, please provide copies of such reports.
SS-5 Sections 3.6.11.1.2 and 4.6.3.1.3.2 of the ER state that the pallid sturgeon may occur in the RBS action area. However, the ER does not evaluate specific effects on this species. Provide a written evaluation of the effects of the following on pallid sturgeon:
(1) impingement and entrainment; (2) thermal effects; (3) exposure to radionuclides and other contaminants; and (4) reduction in available prey due to impingement and entrainment or thermal impacts to prey species. Please note that although the 2013 GEIS concludes that the effects of impingement, entrainment, thermal effluent, and other effects to aquatic resources would be SMALL for plants with cooling towers, effects on federally listed threatened and endangered species must be assessed site-specifically, and therefore, a species-specific analysis of these potential effects is appropriate.

Meeting: Please provide for a meeting with Entergy's subject matter expert(s) and/or the contractor(s) responsible for writing the special status species and habitats portions of the ER or who is otherwise knowledgeable on this topic. - 14. SURFACE WATER RESOURCES (SW)
SW-1 As related to the above request for Entergys April 2016 Louisiana Pollutant Discharge Elimination System (LPDES) permit renewal application, please provide documentation from the LDEQ that the renewal application was accepted as administratively complete.
SW-2 To support a decision whether to issue a renewed operating license, provide a copy of written documentation from the responsible State agency in satisfaction of Section 401 of the Clean Water Act. This can include a new State-issued Water Quality Certification, a waiver, or other appropriate documentation of the States determination that the applicant has satisfied, or continues to satisfy, Section 401 requirements to support NRCs licensing decision.
SW-3 Provide a summary of LPDES Discharge Monitoring Report (DMR) data (avg. max., and min. as applicable), itemizing monitored parameters for each outfall, for the last 3 years, and inclusive of 2017 year to date.
SW-4 Identify and describe any Notices of Violation (NOVs); nonconformance notifications; or related infractions received from regulatory agencies associated with LPDES permitted discharges, sanitary sewage systems, groundwater or soil contamination, as well as any involving spills, leaks, and other inadvertent releases (e.g., petroleum products,
chemicals, or radionuclides) received since 2015. Include self-reported violations.
Provide copies of relevant correspondence to and from the responsible regulatory agencies.
Provide the following documents for review:

Meeting: Please provide for a meeting with Entergy's subject matter expert(s) and/or the contractor(s) responsible for writing the surface water hydrology and quality portions of the ER and whom can otherwise discuss the plant's intake and circulating water systems, industrial and sanitary effluent discharges, and affected water resources. This meeting would be used as needed to resolve or clarify any immediate outstanding data needs or questions arising from the environmental audit.
- 15. TERRESTRIAL RESOURCES (TR)
TR-1 In the NRC staff's preliminary review of the ER and associated references, the staff identified the following wildlife and vegetation surveys and studies of the RBS site.
Please confirm that no additional terrestrial studies exist. If additional studies exist, provide a list of those studies as well as copies of the studies for the staff's review during the site audit.
- 1. Preoperational wildlife and habitat surveys performed in the 1970s and described in the 1984 Environmental Report for River Bend Station (RBS) operation.
- 2. Ecological Asset Value Development Report performed by the Electric Power Research Institute in 2002.
- 3. Vegetation surveys performed in 2006 and 2007 in support of the River Bend, Unit 3, combined license (COL) application and documented in the COL Environmental Report.
TR-2 The Electric Power Research Institutes (EPRI) 2002 Ecological Asset Value Development Report recommends for Entergy to pursue a number of specific ecological asset projects. Has Entergy undertaken any of the recommended projects? If so, please provide a brief description of each project, the status, and the outcome (as applicable).
TR-3 The Louisiana Department of Wildlife and Fisheries (LDWF) website (http://www.wlf.louisiana.gov/wildlife/natural-areas-registry-program) states that the following services are available to landowners of lands registered by the State as Natural Areas: (1) an annual ecological check-up on the health of the plants, animals, or habitat of special concern; (2) preparation of a management plant, if needed, to assure the continued health of the natural area; and (3) consultation on how to protect the area should a transfer of ownership or other change become necessary. Has Entergy sought or received any of these items from the LDWF? If so, please provide copies of all associated reports, management plans, or other relevant documentation.
TR-4 Section 1.2 of EPRIs 2002 Ecological Asset Value Development Report states that 3,000 acres of the RBS site were designated as a Natural Area in 1993. However, the ER states that 550 acres were designated as a Natural Area. Please rectify this discrepancy and clarify which of the two acreages are correct and in what year the Natural Area was designated.
Tour: Visit the in-scope transmission lines; onsite switchyard; reactor containment building, reactor auxiliary building, fuel handling building, turbine building, and other major buildings.
Please combine this tour with the special status species tour.
Meeting: Please provide for a meeting with Entergy's subject matter expert(s) and/or the contractor(s) responsible for writing the terrestrial resources portions of the ER or who is otherwise knowledgeable on this topic. This meeting would be used as needed to resolve or clarify any immediate outstanding data needs or questions arising from the site visit. If possible, please combine this meeting with the meeting request for aquatic resources, and special status species and habitats.
- 16. WASTE MANAGEMENT (WM)
WM-1 Radioactive solid waste: review how the plant plans to handle low-level radioactive waste (Class A, B, and C, mixed waste, and spent nuclear fuel) during the license renewal term (onsite storage, potential expansion of storage facilities, and disposal options). Are there any proposed changes or upgrades to the program being considered during the license renewal term, and if so, what are they?
Tour: Non-Rad waste storage sites/RCRA permitted storage (if any) and NPDES/LPDES permitted outfalls.
Meeting: No specific meeting on this topic. Instead, the NRC technical reviewer plans to attend the groundwater hydrology/NPDES/LPDES permitting meeting and asks that knowledgeable RBS staff on this topic also attend.
