Dear Sirs:

Pursuant to the requirements of 10CFR 71.51(d), the Power Authority of the State of New York will apply the applicableQuality portions of its U.S.

Assurance Nuclear Regulatory Commission approved Operation Programs to the applicable activities set forth la 10CFR 71, " Packaging of Radioactive Material for Transport and Transportation of Radioactive Materials Under Certain Conditions". The Authority's Quality Assurance Programs will be modified accordingly.

Carriers of radioactive materials are required to submit their Quality Assurance Programs to the Commission for review and approval by January 1, 1979. The Authority, accordingly, will not approve the Quality Assurance Programs of such carriers under contract to the Authority. However, at such time that the Commission approves the Quality Assurance Programs of such carriers under contract with the Authority, we shall provide for random audits to verify implementation by the carriers of selected areas of their Quality Assurance Programs.
