SUMMARY

- 2006 U.S. NUCLEAR REGULATORY COMMISSION(NRC) INITIAL EXAM DEVELOPMENT WORKSHOPThis refers to the meeting conducted at our request at the NRC Region II Office, Sam NunnAtlanta Federal Center on Wednesday and Thursday, July 19 - 20, 2006, at 8:00 a.m. Themeeting's purpose was to communicate expectations for the initial license exam development process, including scheduling and administering written and operating examinations. Both a hard copy and electronic version of the presentation handouts (ADAMS Accession number ML062060528) were provided to the attendees. The list of attendees is enclosed.The workshop topics that were presented by the Region II Operator Licensing staff were:The Examination Process & SchedulingExamination Validation SRO-only and RO Tech Spec Test Items*

Examination Expectations Job Performance Measures Simulator Examinations*In response to licensee questions and/or concerns raised during the workshop, the Region IIOperator Licensing staff communicated two positions and noted one area of disagreement for each of the workshop topics with an asterisk.For the SRO-only and RO Tech Spec Workshop topic, the Region II staff clarified what portionsof licensee technical specifications were testable for RO applicants. The Region II staff Region II Part 50 Dockets 2communicated that when an SRO-only test item is developed solely based on a licensee'slearning objective (i.e., not from one of the topics listed in 10CFR55.43b), then this learning objective must be annotated as an "SRO" item in the associated licensee training materials, i.e.,

lesson plans and/or task analysis. One area of disagreement involved SRO-only test items that require the applicant to provide both a system knowledge answer re sponse and a tech specapplication answer response for the same test item.For the Simulator Examination Workshop topic, the Region II staff clarified that it is acceptablefor a knowledgeable instructor (e.g., previously licensed or certified) to participate as a surrogate during the simulator operating test; however, it is desirable to have a licensed RO or SRO participate as the surrogate. The Region II staff communicated the expectation for operating exam submittals to include at least one low-power or startup scenario, which could be the spare scenario. One area of disagreement was that low-power or startup scenarios whichincorporate the type and number of instrumentation and/or equipment failures required for NRCoperating exams are inconsistent with facility licensee's reactivity management policy andprotocol, i.e., the actual startup in the plant would never be permitted to continue or theequipment failure would be assigned to an outside organization. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and itsenclosure will be available electronically for public inspection in the NRC Public Document Roomor from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
