OF NOVEMBER 6, 2006, CATEGORY 1 WORKING-LEVELMEETING WITH PPL TO DISCUSS THE LICENSEE'S EXTENDED POWER UPRATE (EPU) SUBMITTAL DATED OCTOBER 11, 2006 (AGENCYWIDE DOCUMENTS ACCESS AND MANAGEMENT SYSTEM (ADAMS) ACCESSION NO. ML062900160)On November 6, 2006, a public meeting was held between the Nuclear Regulatory Commission(NRC), and representatives of PPL, the licensee for SSES 1 and 2, and its contractors, General Electric Company, Continuum Dynamics, Incorporated, and MPR Associates at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to conduct a working-level discussion of PPL's October 11, 2006, EPU license amendment application for SSES 1 and 2 related to steam dryer analysis and testing.

A list of meeting attendees is provided as Enclosure 1. Also provided is a copy of the licensee'sslides (Enclosure 2) presented at the meeting. PPL presented an overview of the major changes in their revised EPU application and alsoprovided a description of their steam dryer and main steam line configurations with the various evaluations and testing methods for analyzing the steam dryers at SSES 1 and 2. PPL also discussed its steam dryer structural evaluation process, uncertainty conditions, and its finite element analysis results.PPL concluded and summarized its presentation by stating that (1) their analysis shows that noacoustic resonances are expected to exist at full EPU conditions, (2) steam line testing demonstrates that no acoustic resonances will exist at the first EPU step and that the main steam lines and attached equipment will be subject to low levels of vibration at the first EPU step, (3) analysis techniques are comprehensive and utilize actual Susquehanna plant data, (4) the steam dryer analysis method was benchmarked against measured Susquehanna strains, and (5) that the EPU steam dryer design will conform to the American Society of Mechanical Engineers design criteria ensuring the steam dryer will maintain its structural integrity.Before the meeting adjourned, the public was given the opportunity to communicate with theNRC staff. One member of the public was in attendance, representing McGraw-Hill Company, and requested the status of the NRC staff's acceptance review of the licensee's EPU application. The NRC staff informed the member of the public that the acceptance review was in progress and would be completed shortly. The member of the public also inquired whether there would be any impacts in the NRC's review schedule when reviewing both PPL applications for license renewal and EPU. The NRC staff informed the member of the public that the review schedule for license renewal is described in a letter dated August 2, 2006 (Agencywide Documents Access and Management System (ADAMS) accession no.ML062140549). The letter documenting the acceptance review results for PPL's license renewal application was issued to PPL on October 26, 2006 (ML062930293). The member of the public chose not to complete any Public Meeting Feedback Forms (NRC Form 659) which were available at the meeting.
