Dear Mr. McKinney:
During a public meeting held on April 5, 2006, the U.S. Nuclear Regulatory Commission (NRCor the staff), and representatives of PPL Susquehanna, LLC (or PPL), discussed the approach and schedule for submitting an application for license renewal (LR) in conjunction with a request for a 14 percent extended power uprate (EPU) for Susquehanna Steam Electric Station, Units 1 and 2. The meeting summary can be accessed in the Agencywide DocumentsAccess and Management System, under (Accession No. ML061720220).PPL indicated that they would be filing an application for the EPU this year, and that theinformation demonstrating that the license renewal evaluations bound the uprated conditions,would also be submitted at the time of the staff's approval of the EPU. The LR review would need to consider changes in the current licensing basis (CLB) made as a result of approval of the EPU, and changes in the scope of aging management resulting from the EPU bounding condition. Certain portions of the LR review that are not impacted by the EPU review may beconducted upon successful docketing and acceptance review of the application. Upon approval of the EPU license amendment request, PPL will need to submit an amended LRA at the newpower level. Upon receipt of this amended application, NRC staff will establish the reviewschedule of 22-month without a hearing or 30-month with a hearing requested and granted.
