Serial No. 043 PO/RVIT: baw Docket Nos. 50-280 50-281 License Nos: DPR-32 DPR-37 This letter report is furnished in accordance with the provisions of Surry Power Station Technical Specification 4.14.C.I.

During the period fran 2200 to 2300 on January 8, 1980, the condenser cooling water outlet temperature exceeded a temperature change rate of 3°F/hr., which is the maxilIJ.IDl permitted by Technical Specification 4.14.A.3., Unit 1 was operating at 50% power and Unit 2 was in cold shutdown during the occurrence. "While returning Unit 1 to service, the rate of change of the discharge coolant temperature increased to 7°F/hour.

At the time, tli\U of four condenser water boxes were being investigated for leaks and were not available to dissipate the heat generated.

The power level was held at 50% until the temperature rate of change of the discharged water returned to allowable limits. A search was conducted to detennine if the tanperature change had affected the river envirol'lllent.
