VIRGINIA ELECTRIC AND PowER CoM:PANY RICHMOND,VIRGINIA 23261 April 22, 1980 Mr. Darrel G. Eisenhut, Acting Director Division of Operating Reactors Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C.
20555
Dear Mr. Eisenhut:
Serial No.
PO/RMT:baw Docket Nos:
License Nos:
370 50-280 50-281 DPR-32 DPR-37 This letter report is furnished in accordance with the provisions of Surry Power Station Technical Specification 6.6.4.b.
While conducting PT 25.12 which is designed to demonstrate the operability and performance of th~ pumps in the fire protection system, it was discovered that l-FP-P2 failed to meet the acceptance criteria of 250 feet at 2500 g.p.m.
Although the pump is operable in a degraded condition this event is contrary to Technical Specification 4.18.B.1.f(2).
In order to identify the problem, the pump was inspected and it was determined that the clearances were satisfactory, the pump and prime mover are mechanically operable, the automatic functions operate properly, and all instrumentation was checked, calibrated and determined to be normal.
Since these efforts did not ascertain the problem, the vendor has been requested to participate in a more in depth inspection.
Despite the degradation of this system with its 4% loss of discharge head, it is believed that with the redundant system operating as specified, the fire protection of the station is still maintained.
As an additional precaution the local Fire Departments have been contacted and have agreed to supply assistance on a short notice if required.

Mr. James P. O'Reilly Very truly yours,
