During the period fran 2200 to 2300 on January 8, 1980, the condenser cooling water outlet temperature exceeded a temperature change rate of 3°F/hr., which is the maxilIJ.IDl permitted by Technical Specification 4.14.A.3.,
Unit 1 was operating at 50% power and Unit 2 was in cold shutdown during the occurrence.
"While returning Unit 1 to service, the rate of change of the discharge coolant temperature increased to 7°F/hour.
At the time, tli\\U of four condenser water boxes were being investigated for leaks and were not available to dissipate the heat generated. The power level was held at 50% until the temperature rate of change of the discharged water returned to allowable limits.
A search was conducted to detennine if the tanperature change had affected the river envirol'lllent. No evidence of detrimental effects was found.
