Dear Mr. Eisenhut:

This letter report is furnished in accordance with the provisions of Surry Power Station Technical Specification 4.14.C.1.

During the periods from 0220 to 0320 on October 26, 1979 and from 0620 to 0720 on October 27, 1979, the condenser cooling water outlet temperature exceeded a temperature change rate of 3°F/hr. which is the maximum permitted by Technical Specification 4.14.A.3. Unit 1 was operating at 98% power and Unit 2 was in cold shutdown during the occurrence.

The October 26 event occurred when one waterbox was being removed for cleaning and the October 27 occurrence happened as the waterbox was return-ing to service. On both occasions extreme care was exercised by the operators who were aware of the possiblity of excessive rate of change. Only limited flow of water was available for mixing with the discharge since Unit No. 2 condenser was out of service. Despite bringing the waterbox on the line slowly over a four hour period, the excessive rate of change (3.7°F/hr. max.)

was not averted.

A search was conducted to determine if the temperature change had affected the river environment. No evidence of detrimental effects was found.
