Whenafluidportofahydraulic snubberisfoundtobeuncovered thesnubbershallbedeclared.inoperable andshallnotbedetermined operableviafunctional testingunlessthetestisstartedwiththepistonintheas-foundsetting,extending thepistonrodinthe4.14-2Proposed

c.Functional TestsAtleastonceper18monthsduringshutdown, arepresentative sample(atleast10%ofthesnubbersrequiredbySpecification 3.13)shallbefunction-allytestedeitherinplaceorinabenchtest.Foreachsnubberthat.doesnotmeetthefunctional testacceptance criteriaofSpecification 4.14.1.d, anadditional 10%ofthesnubbersshallbefunction-allytesteduntilnomorefailures.

functional testing,additional samplingisrequiredduetofailureofonlyonetypeofsnubber,thefunctional testingresultsshallbereviewedatthattimetodetermine ifadditional samplesshouldbelimitedtothetypeofsnubberwhichhasfailedthefunctional testing.SteamGenerator snubbersareexcludedfromthefunctional testingrequirements.

d.Functional TestAccetanceCriteriaThesnubberfunctional testshallverifythat:1)Activation (restraining action)isachievedwithinthespecified rangeinbothtensionandcompression; 2)Snubberbleed,orreleaseratewhererequired, ispresentinbothtensionandcompression, withinthespecified range;3)Whererequired, theforcerequiredtoinitiateormaintainmotionofthesnubberiswithinthespecified rangeinbothdirections oftravel;and4)Forsnubbersspecifically requirednot,todisplaceundercontinuous load,theabilityofthesnubbertowithstand loadwithoutdisplacement isverified.

Testingmethodsmaybeusedtomeasureparameters indirectly orparameters otherthanthosespecified I4.14-4Proposed rII,nPIl41' ifthoseresultscanbecorrelated tothespecified parameters throughestablished methods.e.Functional TestFailureAnalsisAnanalysisshallbemadeofeachfailuretomeetthefunctional testacceptance criteriatodetermine thecauseofthefailure.Theresultsofthisanalysisshallbeused,ifapplicable, inselecting snubberstobetestedinanefforttodetermine theoperability ofothersnubbers, irrespective oftype,whichmaybesubjecttothesamefailuremode.Forthespecificcaseofasnubberselectedforfunctional testingwhicheitherfailstoactivateorfailstomove,i.e.,frozen-in-place, thecausewillbeevaluated and,ifcausedbymanufacturer ordesigndeficiency, allsnubbersofthesametypesubjecttothesamedefectshallbeevaluated inamannertoensuretheiroperability.

This'testingrequirement shallbeindependent oftherequirements statedinSpecification 4.14.1.cforsnubbersnot.meetingthefunctional testacceptance criteria.

Foranysnubbersfoundinoperable, anengineering evaluation shallbeperformed onthecomponents towhichtheinoperable snubbersareattached.

Thepurposeofthisengineering evaluation shallbetodetermine ifthecomponents towhichtheinoperable 4.14-5Proposed snubbersareattachedwereadversely affectedbytheinoperability ofthesnubbersinordertoensurethatthecomponent remainscapableofmeetingthedesignedservice.f.SnubberSealServiceLifeNonitorin Thesealservicelifeofhydraulic snubbersshallbemonitored andseals.replaced asrequiredtoensurethattheservicelifeisnotexceededbet-ween:surveillance inspections duringaperiodwhenthesnubberisrequiredtobeoperable.

Thesealreplacements shallbedocumented andthedocumenta-tionshallberetainedinaccordance, withTechnical Specification 6.10.2.Basis:LISnubbersareprovidedtoensurethatthestructural integrity ofthereactorcoolantsystemandallothersafetyrelatedsystemsismaintained duringandfollowing aseismicorothereventinitiating dynamicloads.Thevisualinspection frequency isbaseduponmaintaining aconstant, levelofsnubberprotection tosystems.Therefore, therequiredinspection intervalvariesinversely withthenumberofinoperable snubbersfoundduringaninspection.

Inspections performed beforethatintervalhaselapsedmaybeusedasanewreference pointtodetermine thenextinspection.

.However,theresultsofsuchearlyinspections performed

Generically susceptible snubbersarethosewhichareofaspecificmakeormodelandhavethesamedesignLfeaturesdirectlyrelated'to thesnubberrejectedorarethosewhichare-similarly locatedorexposedtothesameenvironmental conditions suchastemperature,.

radiation, andvibration.

Whenasnubberisfoundinoperable, anengineering evaluation ofthesupported component isperformed inordertodetermine ifanysafety-related component orsystemhasbeenadversely affectedbytheinoperability ofthesnubber.Thisevaluation isinadditiontothedetermination ofthesnubbermodeoffailure.Theengineering evaluation shalldetermine whetherornotthesnubberfailurehasimpartedasignificant effectonorcauseddegradation ofthesupported component orsystem.4.14-7Proposed Toprovideassurance ofsnubberfunctional reliability, arepresentative sampleoftheinstalled snubberswillbefunctionally testingduringplantshutdowns at18,monthintervals.

Observedfailuresofthesesamplesnubbersshallrequirefunctional testingofadditional units.Hydraulic snubbersandmechanical snubbersmayeachbetreatedasadifferent entityfortheabovesurveillance programs.

The,servicelifeofasnubberisevaluated viamanufacturer inputandengineering information throughconsideration ofthesnubberserviceconditions andfunctional designrequirements.

Theonlysnubbercomponents withservicelivesnotexpectedtoexceedplantlifearesealsando-ringsfabricated fromcertainsealmaterials.

Therefore, asealreplacement programisrequiredtomonitorsnubbersealando-ringservicelifetoassuresnubberoperability isnotdegradedduetoexceeding component servicelife.4.14-8,Proposed
