RG&EResponses toConcernsIdentified intheEvaluation andConclusions oftheSEPAssessment forSEPTopicsVI-7.A.3andVI-10.A,12/15/801.Theinstrumentation stringsfromsensorsthrubistabledevicesarenotresponsetimetested.Asaresult,thetestingrequiredbyIEEEStd.279-1968Section4.10isnotsatisfied becausetheresponsetimedesignbasis(IEEE279-1968Section3(i))isnotverified.

Response

RG&Edoesnot,atthistimeperformresponsetimetestingofinstrumentation stringsfortheEngineered SafetyFeatureSystem.Wedisagree, however,thatthelackofsuchtestingviolatestheprovisions ofIEEE279-1968. RG&Edoesperformtestingtoverifythatthefinalactuateddevicesareproperlyoperational withinthetimesassumedintheplantdesignbasis.Appropriate testprocedures weresenttotheNRCwithRG&E'strans-mittalofSeptember 10,1980.TheGinnadesigndoesnotconformwiththeprovisions ofRegulatory Guide1.118,"Periodic TestingofElectricPowerandProtection Systems." Thisregulatory guidewaspublished longafterGinnabecameoperational; itwasthusobviously notconsidered inthedesignoftheplant.ThelatestversionofRegulatory Guide1.118(Rev.2published June1978),statesthatthisregulatory guide"...is'beingandwillcontinuetobeusedintheevaluation ofsubmittals inconnection withConstruction Permitalications ..."(emphasis added).Theimplementation ofthisregulatory guidedoesnotprovidespecificprovisions forbackfitting; itisnotdirectlyapplicable toGinna.RG&Efurtherdoesnotbelievethatstrictadherence totheguidanceprovidedinRegulatory Guide1.118isnecessary tomeetIEEE-279-1968 requirements. RG&Eperformsperiodictestsandcalibration onallcomponents oftheprotection systeminstrumentation strings,including sensors.Anysignificant degradation incomponent responsewillbeidentified andcorrected bythisactivity. RG&Eisalsopreparing toimplement certainresponsetimetestingattheGinnaplant.GinnaTechnical Specifi-cations4.4.6.2and4.8.10requirethattheresponsetimeofeachcontainment isolation functionandeachauxiliary feedwater initiation functionbedemonstrated tobewithinrequiredlimitsatleastonceper18months.RG&Eispresently developing aprogramtoeffectthisrequirement. Itisconsidered thatthecurrentmethodology meetstherequirements ofthisSEPtopic.Thisissuedoesnotneedtobeconsidered furtherwithintheSystematic Evaluation Program. 1M 2.Thetestprocedures requiredtheremovaloffusesandinstallation ofjumperstoblockequipment operation and/ortosimulatecontactclosure.Theprocedures oftendonotspecifythetimeatwhichthesejury-rigged modifications areremoved.Thissituation isaviolation ofIEEE,Std. 279-1968Sections4.13and4.20.Response: RGGEisunclearastohowthisconclusion wasdrawnfromareviewoftheGinnatestprocedures. Whentheremovaloffusesandinstallation ofjumperstoblockequipment operation and'/or'simulate contactclosureisrequiredaspartofatestprocedure, thealignment ofthisequipment toitsoriginalconfiguration isalsospecified intheprocedure. Iftheuseofjumpercontrolisneeded,whenitisnotdirectlyspecified inanapprovedmaintenance, cali-bration,test,ormodification procedure, procedure A-1402,"BypassofSafetyFunctionorJumperControl"isused.Installation andremovalofanysuchjumpersisperformed bytwoknowledgeable individuals, onebeingthejobforeman.Acopyofthisprocedure, Rev.1,isattached. RG&Ethusconsiders theprocedures foruseofjumpersandfusesacceptable, andinconformance withIEEE279-1968. Thetestprocedures requirethatcertainequipment beremovedfromservicebyrackingoutbreakersandbypulltostopswitchesaswellastheuseofjumpersandremovaloffusesdiscussed above.ThesetestmethodsviolateSection4.20ofIEEEStd.279-1968becausetheyarenotannunciated totheoperatorinatimelymannersuchastoprovidehimwithanunambiguous indication ofthestatusofequipment neededtoprotectthepublichealthandsafety.Response: RGGErequiresthat,anysafetysystemwhichistemporarily renderedinoperable duetotestingduringnormalplantoperations bemonitored bytheGinna"TestTagControlProgram"(Procedure A-1103).Acopyofthisprocedure isincluded. Inaddition, anytesting,maintenance, orotheroperation performed onasafety-related pieceofequipment atGinnamustbeapprovedbytheshiftsuper-visor.Information abouttheoperability ofsafety-relatedequipment tocontrolroompersonnel isthusfurtherassured.IIIIf4~,(14.AsnotedinTopicVI-4we~havealsodiscovered thatthe.overrideofanautomati.c ESFactuation signalincapacitates thesystemlevelmanualactuation features.
