Thisisinresponsetoyourrecentrequestforcomments'onthedraftsupplementtothedraftenvironmentalimpactstatementfortheSusquehannaSteam-ElectricStation(SSES)Units1and2,Pennsylvania.ThedraftsupplementaddressesthesubjectoflowflowaugmentationrequiredtosupplywatertotheSusquehannaRivertoreplacewaterconsumptivelyusedbytheSSESduringperiodsofverylowstreamflow.TheaverageconsumptiveuseattheSSESwouldbeabout1.4cubicmeterspersecondorapproximately6percentofthesevenconsecutiveday,10-yearfrequencylowflowof2Z.7cubicmeterspersecondattheWilkes-Barregage.Whenthedischargeatthegageisbelowthis'evel,Pennsylvanialawprohibitswaterwithdrawalsfromtheriver.ThiswouldresultinSSESbeingshutdownforthedurationofthestreamflowdeficiency.Theapplicants,PennsylvaniaPowerandLightCompanyandtheAlleghenyElectricCooperative,Inc.,havestudiedtwoalternativesforprovidinglowflowaugmentation-one,anewsingle-purposereservoirandanother,whichwouldutilizestoragefromanexistingreservoir.Anotheropt'ionwouldbeto"riverfollow"oracceptandaccommodatetheoccasionalshutdownsnecessaryduringlowstreamflow.TheapplicantshaverecommendedconstructionofthePondHilllowflowaugmentationreservoir.Theproposedsingle-purposereservoirw'ouldbelocatedonaheadwatertributarytotheSusquehannaRiver,withinsufficientnaturalstreamflowforitsintendedpurpose.Consequently,pumpingenergyamountingtoabout2,417megawatt-hoursperyearwouldberequiredtomaintainitsrequiredinflow.Thisisequivalenttotheamountofelectricitythatcouldbegeneratedfromusingabout4,000barrelsofoil.Thereportrecognizesthatthemosteconomicalternativetoaugmentlowflowswouldbethemodifiedoperationofanexistingupstreamreservoir.However,webelievethatthedraftsupplementdidnotadequatelyexplorethatopportunity,whichappearstoustobethemostpracticalalternative.Theprimaryprojectcob>5 DarrelG.Eisenhut,Director~2wconsideredistheU.S.ArmyCorpsofEngineers'owanesqueproject,presentlyunderconstructionandscheduledforcompletioninJune1981.ThereportstatesthattheCorpsofEngineerspointedoutuncertaintiesregardingtheavailabilityofstorageduetotheneedforCongressionalapprovalforreallo-cationofstoragecapacity,andaccordingtotheSusquehannaRiverBasinCom-mission,theCowanesqueprojectcannotbeconsideredasatimelyalternative.ThereportimpliesthatthePondHillprojectcouldbedesigned,constructed,andplacedinoperationinlesstimethantheCongresscouldeffectchangesintheCowanesqueprojectoperations.Wequestionthisimplication.AccordingtotheCorpsofEngineers,thepre-constructionplanningoftheCowanesqueprojectincludedapproximately31,000acre-feetofstorageforwatersupplybutitwasnotincludedasaprojectpurposeduetolackoflocalsupportatthetime.However,wehavebeeninformedbytheCorpsthatadetailed$600,000plusstudyiscurrentlyunderwaytodeterminetheavailabilityofstorageintheCowanesqueprojectforsupplymake-upwaterfortheSusquehannaSteam-ElectricStation.Thisextensivestudy,initiatedinMarch1979,isscheduledforcompletioninearly1982.BasedonourreviewofthedraftsupplementreportandconsultationwiththeCorpsofEngineers,itappearsthattheuseoftheCowanesqueproject,nowunderconstruction,insteadoftheproposedPondHillprojectwould:saveanequivalentof4,000barrelsofoilannually,avoidtheenvironmentaleffectsnormallyassociatedwithdamconstruction,eliminatepossibleobjectionsfromlocalresidentsorpropertyowners,increasebenefitstorecreationandfishandwildliferesourcesduringlowflowconditions,andperhapsprovidethelowflowregulationsoonerthanPondHill.Therefore,itappearstobeinboththeratepayers'ndtaxpayers'ntereststoincludestorageintheCorpsofEngineers'roject(underconstruction)ratherthanbuildanewreservoir.Sincerely,+MLCaWilliamW.Lindsay,DirecrOfficeofElectricPoweregulation
