NOC-AE-1 1002748Page 1 of 2STPNOC Response to Requests for Additional InformationSOUTH TEXAS PROJECTLICENSE RENEWAL APPLICATIONREQUESTS FOR ADDITIONAL INFORMATIONIssue:Clarification is needed on inconsistent labeling of transmission lines in submitted information.Back.ground:Section 2.1.7 of NUREG-1555 Supplement 1, Environmental Standard Review Plan forOperating License Renewal specifies the requirement: "the power transmission systemdescription is consistent, accurate, and given in sufficient detail," for the analysis in the draftsupplemental environmental impact statement. The staff requests clarification since thetransmission lines appear to be inconsistently labeled. Section 3.1.3 of STP Nuclear OperatingCompany's license renewal environmental report describes seven 345-kV lines that connectSouth Texas Project (STP), Units 1 and 2, to the regional electric grid: Velasco, Blessing, Hillje,Holman, Hill Country, Sky Line, and White Point loop. However, Section 3.7 of the STPcombined license environmental report (ER) describes nine 345-kV transmission lines thatconnect STP, Units 1 and 2, to the regional power grid. The nine lines described are givendifferent names than those in the license renewal application ER: DOW 18, DOW 27, WAP 39,Elm Creek 18, Hillje 64, Blessing 44, Elm Creek 27, Hillje 44, and Whitepoint 39.Requested information:Please provide the following clarifications:(a) how many lines connect STP to the regional power grid(b) the names of each lineSTP Response:(a) There are nine 345 kV transmission circuits connecting the STP switchyard to the regionalpower grid.(b) Figure 8.2-1 of the STP Updated Final Safety Analysis Report shows the nine 345 kVtransmission circuits connecting to the STP switchyard. The nomenclature of the nine lines inFigure 8.2-1 is consistent with the nomenclature in Section 3.7 of the STP combined licenseenvironmental report. Section 3.1.3 of the STP Nuclear Operating Company's licenserenewal environmental report describes the nine (vice seven as stated above) 345 kVtransmission circuits that connect to the STP switchyard from the regional electric grid. Thefollowing table and notes provide a cross-reference between the transmission circuitsdescribed in the combined license environmental report and the transmission circuitsdescribed in the license renewal environmental report.

The WAP 39 line is the same line as the Hillje (W.A. Parrish loop) described in Section3.1.3 of the LRA ER. The W. A. Parrish loop is the same loop as the Hillje (Lon Hill loop)described in Section 3.1.3 of the LRA ER.4. The HilIje 64 line is the same line as the HilIje (Hillje Line) described in Section 3.1.3 of theLRA ER5. The Hillje 44 line is the same line as the Holman line described in Section 3.1.3 of the LRAER.6. The Elm Creek 18 line is the same line as the Hill Country line described in Section 3.1.3of the LRA ER.7. The Elm Creek 27 line is the same line as the Skyline line described in Section 3.1.3 of theLRA ER.8. The Whitepoint 39 line is the part of the pre-existing W. A. Parrish-to-Lon Hill line that waslooped into the STP substation described in Section 3.1.3 of the LRA ER. This linetransited from the STP substation to the Lon Hill substation. Subsequently, this line wasconnected to the White Point substation and the Lon Hill loop was looped into the WhitePoint substation.
