U.S. Department of Homeland Security FEMA Region 6 800 N. Loop 288 Denton, TX 76209 FEMA October 26, 2023 Mr. John Monninger Regional Administrator U.S. NRC, Region IV 1600 E. Lamar Blvd Arlington, TX 76011-4511

Dear Mr. Monninger,

I am pleased to provide you with the Radiological Emergency Preparedness final report for the South Texas Project Medical Services Drill that was evaluated on August 31, 2023. The FEMA Region 6 staff evaluated the implementation of radiological response plans at Matagorda County Emergency Medical Services and Matagorda Regional Medical Center.

The evaluation found no Level 1 Findings, Level 2 Findings, or Plan Issues. This means that the State of Texas and the affected local jurisdictions provided reasonable assurance that they can take appropriate measures to protect the health and safety of the public in the event of a radiological emergency.

Therefore, 44 CFR Part 350 approval of the offsite radiological emergency response plans and preparedness for the State of Texas, site-specific to South Texas Project, will remain in effect. A copy of this report was forwarded to the U. S. Nuclear Regulatory Commission Document Control Desk in Washington, DC.

If you have any questions, please feel free to contact me at (940) 383-7364.
