NOTICE OF AVAILABILITY OF THE FINAL PLANT-SPECIFIC SUPPLEMENT 48 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SOUTH TEXAS PROJECT, UNITS 1 AND 2 (TAG NOS. ME5122, ME5123, ME4938, AND ME4939)

Dear Mr. Rencurrel:

The U.S. Nuclear Regulatory Commission (NRC) has completed the final plant-specific Supplement 48 to NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants" (GElS), regarding the renewal of Operating Licenses NPF-76 and NPF-80 for an additional20 years of operation for the South Texas Project (STP) Enclosed is a copy of the final supplement and the associated Federal Register notice of availability. This notice advises the public that the final supplement is publicly available at the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System 1

(ADAMS). ADAMS is accessible from the NRC webss1i~tee~ a~:t1e~~~

rm/adams.html. The accession number for the finalS ML13322A890. In addition, the Bay City public library at 1100 7th Street, Bay City, TX 77414 has agreed to make the final supplement available for public review.

As discussed in Section 9.4 of the final supplement, the staff determined that the adverse environmental impacts of license renewal for STP are not great enough to deny the option of license renewal for energy planning decision makers. This recommendation is based on:

(1) the analysis and findings in the GElS; (2) information provided in the environmental report and other documents submitted by STP Nuclear Operating Company; (3) consultation with Federal, state, local, and tribal government agencies; (4) the NRC's own independent environmental review; and (5) consideration of public comments received during the seeping process and on the draft supplemental environmental impact statement.
