Environmental damagesresulting fromacore-mel't accidentcanbedevastatingly severeandconclusions concerning environmental risksthatignoretheseaccidents mustbequestioned.
Webelievethatsite-specific evaluations ofthefullrangeofpotential accidents shouldbeapartofthesiteselection processfornuclearpowerstations.
ThesectiononPostulated Accidents Involving Radioactive Materials enumerates "Severalofthemoresignificant findings" oftheLewisReport(p.6-3).Thethreefindingssummarized excludethefinalfindingofthatreport:Therehavebeeninstances inwhichNASH-1400 hasbeenmisusedasavehicletojudgetheacceptability ofreactorrisks.Inothercasesitmayhavebeenusedprematurely asanestimateoftheabsoluteriskofreactoraccidents withoutfullreali-zationofthewidebandofuncertainties involved.
Suchuseshouldbediscouraged.
(NUREG/CR-0400, p.x).Afootnotetotable6.2statesthat"Thesecalculations donottakeintoconsideration theexperience gainedfromtheaccidentattheThreeMileIslandsiteonMarch28,1979"(p.6-3,footnoteA).However,thisprovidesnoguidanceonthepossiblemagnitude oreventhedirection oftheerrorsthatmayexistintheradiological consequences thatareshowninthetable.Thelargest estimated dosetopopulation ina50-mileradiusfromanyaccidentshowninthetableis37man-rem.Untilsuchtimeasthetablecanberevised,itmightbehelpfultonotethattheestimated dosetothepopulation withina50-mileradiusoftheThreeMileIslandsitewascalculated tobe3,300man-rem(NUREG-0558),
p.2,par.2).Thepopulations withinthatradiusarenotgreatlydifferent forthetwosites,being2,164,000 peopleinthecaseoftheThreeMileIslandsiteandprojected tobe1,517,123 peoplewithin50milesofSusquehanna SteamElectricStationintheyear1980(ER,table2.1-8).~PaeB-5TableB.2(pageB-4)showsthat1,236acresofforestandfarmlandwillberequiredasrights-of-way forconstruction ofanewtransmission linesystem.Theforestedareacouldbemanagedeffectively forwildlifeifpreferred vegetation andcoverforgrazingwildlifespecieswereplanted.Theirfeedingactivities wouldhelpcontrolrevegetation ofnuisancewoodyvegetation andreducetheneedforclearingandherbicide applications.
Werecommend thatAppendixBdiscussthepossibility ofusingplantings recommended bythePennsylvania GaaeCommission for.allforestedareasclearedduringtransmission lineconstruction.
